윤석열 대통령이 27일 "지난 정부는 5년간 400조 이상 국가채무를 늘렸다"며 "재정 부담이 크게 늘면서 (윤석열) 정부가 일하기 어렵게 만들었다"고 밝히며 전임 문재인 정부를 비판했다.
윤 대통령은 이날 오전 용산 대통령실에서 열린 제37회 국무회의 모두 발언에서 "1948년 정부 출범 이후 2017년까지 69년간 누적 국가채무가 660조이었는데 지난정부 단 5년 만에 1076조가 됐다"며 이렇게 말했다.
그러면서 "더욱이 앞으로 고령화로 인해 건강 보험·연금 지출 중심으로 재정 운용에 상당한 어려움이 예상된다"며 "허리띠를 바짝 졸라매 비효율적 부분은 과감하게 줄이고 꼭 써야 할 곳에 제대로 돈을 써야 한다"고 강조했다.
이어 "재정 지출 효율성을 높여야 하며 건전재정은 우리 정부가 3번 예산안을 편성하면서 지켜온 재정 대원칙"이라며 "2025년도 예산안에도 효율적 재정 운용을 위한 정부의 치열한 고민·노력을 담았다"고 전했다.
또 "재정사업 전반 타당성·효과성을 재검증해 총 24조 지출 구조조정을 단행했다"며 "이를 통해 절감된 재원은국가가 반드시 해야 할 일에 집중 투입했다"고 전했다.
더불어 "건전재정·협업 기반 위에 맞춤형 약자복지 확충·경제활력 확산·미래 대비 체질 개선·안전한 사회 및 글로벌 중추 외교 등 4대 분야를 집중 지원할 것"이라고 밝혔다.
윤 대통령은 딥페이크(인공지능 기반 인간 이미지 합성 기술)를 활용한 디지털 성범죄 확산 관련해선 "최근 불특정 다수를 대상으로 하는 딥페이크 영상물이 SNS(소셜미디어)를 타고 빠르게 유포되고 있다"며 "관계 당국에선 철저한 실태 파악·수사를 통해 디지털 성범죄를 뿌리 뽑아 주기 바란다"고 주문했다.
이어 "피해자가 미성년인 경우가 많고 가해자 역시 대부분 10대로 드러나고 있다"며 "단순 장난이라 둘러대기도 하나 익명 보호막에 기대 기술을 악용하는 명백한 범죄행위"라고 지적했다.
그러면서 "우리 누구나 이런 디지털 성범죄 피해자가 될 수 있다"며 "건전한 디지털 문화가 자리매김할 수 있도록 교육 방안도 강구해주기 바란다"고 당부했다.
또 제22대 첫 정기국회에 대해 "민생·미래를 위해 일하는 국회가 정기국회 내내 이어져 많은 성과를 거둘 수 있길 기대한다"며 "22대 국회가 시작된 이후 정부가 제출한 법안만 200건이 넘는다'고 말했다.

또 "필요한 시기에 충분한 육아 시간이 확보되도록 배우자 출산 휴가를 20일로 확대하고 육아휴직 급여도 대폭 인상하겠다"며 "갑작스럽게 아이가 아프거나 해 긴급하게 도움이 필요한 경우 직장 어린이집을 통한 긴급 돌봄 서비스를 신규 제공하고, 신생아 특례대출 소득 요건을 2억 5천만 원으로 상향해 신혼·출산 부부의 주거 부담을 덜어드리겠다"고 전했다.
윤 대통령은 "이제 가을이면 한반도로 향하는 태풍 길이 열리고 높아진 수온이 태풍을 더 강력하게 키울 것"이라며 "큰 피해를 남겼던 역대 태풍들이 대부분 8월말에서 9월 사이 발생했던 만큼 이를 철저히 대비해야한다"고 강조했다.
