(브레이크뉴스인천 박상도 기자) 인천해양경찰서가 26일, 어선의 모바일 승선원 변동신고를 활성화하기 위해 4월 25일부터 5월 25일까지 한 달간 국민 맞춤형 집중 홍보활동을 펼쳤다고 밝혔다.
인천해경에 따르면, 강화파출소는 승선원 변동 미신고 사례가 꾸준히 발생함에 따라 누구나 쉽게 승선원 변동신고를 할 수 있도록 지역특색에 맞는 홍보방법을 기획·추진했다.
강화파출소는 관내 주요 항·포구 입구에 경광등이 부착된 모바일 승선원 변동신고 표지판을 설치해 신고를 독려했다.
또, 해양경찰 캐릭터 ‘아치’를 활용한 어선 승선원 변동 신고 QR코드 스티커와 포스터, 가이드북 등 홍보물을 제작해 배포했다.
이와 함께 어민 대상 찾아가는 모바일 승선원 변동신고 교육도 실시했다.
한 어선 선주는 “모바일 승선원 변동신고가 어렵게 느껴졌지만 강화파출소 가이드북 덕분에 쉽게 할 수 있어 자신감이 생겼다”고 말했다.
인천해경 관계자는 “승선원 명부는 해양사고 구조현장에서 신속한 인명구조를 위한 가장 중요한 정보”라며 “앞으로도 접근성이 좋은 곳에 홍보물을 확대·배포하고 현장교육을 병행하는 등 승선원 변동 미신고가 근절될 수 있도록 노력하겠다”고 말했다.
어선안전조업법에 따르면 어선 승선원 변동이 있는 경우 인근 해양경찰 파·출장소를 방문하거나 인터넷 또는 모바일을 통해 신고해야 한다.
승선원 변동 신고를 하지 않으면 1차 경고, 2차 10일 어업정지, 3차 15일 어업정지의 행정처분을 받는다.

또한, 인천해양경찰서가 지난 4월 28일 부터 5월 23일까지 구조 역량 강화를 위한 집중훈련을 실시했다고 밝혔다.
인천해경에 따르면, 이번 훈련에는 인천해경 구조대원 전원이 참여해 인천 옹진군 덕적도 인근 해상과 경기 화성시 평택해경 구조대 등에서 다양한 해상사고를 대비한 맞춤형 훈련을 했다.
훈련 내용으로는 선박 파공봉쇄 특성화 교육·훈련, 특정해역 지형지물 파악 및 수중수색 훈련, 저시정 수중상황 대처능력 강화 훈련, 수색기법 훈련 등이다.
또, 로프교육장에서 로프구조 훈련을, 수중훈련장에서 수중 생존자 구조 및 에어포켓 인명구조 훈련 등도 진행했다.
