충남 청양군이 군민 누구나 차별 없이 돌봄을 받을 수 있도록 추진해온 ‘청양형 다-돌봄’ 정책의 고도화를 위한 전략 논의가 본격화됐다.
군은 지난 28일 군청 대회의실에서 ‘청양형 다-돌봄 고도화를 위한 행정TF 워크숍’을 열고, 각 분야별 돌봄서비스의 세부 실행 및 체계 강화 방안을 집중적으로 검토했다.
‘청양형 다-돌봄’은 단순한 돌봄 지원을 넘어 지역 공동체 회복과 포용적 복지 구현을 목표로 한다. 특히 농촌 지역의 인구 감소와 고령화로 인한 복지 공백 문제에 대응하는 새로운 모델로 주목받아왔다.
군은 기존의 공적 돌봄만으로는 다양한 수요를 충족하기 어렵다고 판단, 농촌협약과 연계한 통합 돌봄 시스템을 도입해 실질적인 생활 밀착형 서비스를 제공해 왔다.
이번 워크숍에는 행정TF 소속 실무진 20명이 참석해 '가족 돌봄, 건강 돌봄, 먹거리 돌봄, 공동체 돌봄' 등 네 가지 분야를 중심으로 서비스 고도화 방안을 모색했다. 특히 2026년 농촌협약 사업 만료를 앞두고 ‘사업 이후에도 지속 가능한 돌봄 생태계 구축’이라는 중장기 과제가 주요 논의 주제로 부상했다.
이날 행사를 주관한 지역활성화센터는 그동안 농촌중심지 활성화 사업에서 쌓아온 경험을 바탕으로, 청양군의 지역적 특성과 주민 수요에 부합하는 돌봄 모델 정착을 위한 전략적 자문을 제공했다. 센터 측은 “행정과 민간이 유기적으로 협력해 지속가능한 돌봄 체계를 구축해야 한다”며, “이번 워크숍은 그 출발점이 될 것”이라고 강조했다.
군은 향후 워크숍에서 수렴된 의견을 토대로 사업의 완성도를 높이고, 제도적 기반 마련에도 속도를 낼 계획이다. 군민의 삶의 질 향상과 사회적 연대를 동시에 도모할 수 있는 돌봄 체계를 구축하는 것이 최종 목표다.
군 관계자는 “청양형 다-돌봄 사업은 누가 어디에 살든 차별 없는 포용적 돌봄을 제공하는 체계”라며 “지역 돌봄의 새로운 표준이 될 수 있도록 기반 마련에 최선을 다하겠다”고 밝혔다.
