(브레이크뉴스인천 박상도 기자) 최근 전세계적으로 유행하고 있는 홍역 환자 발생을 가정, 검사 결과 해석, 확진자 동선 파악 및 접촉자 범위 설정 등 문제해결 중심의 실제적 훈련 실시.
서울.인천 역학조사반의 역학조사 역량 및 기관 간 협력 강화로, 수도권역의 보다 단단하고 촘촘한 감염병 대응체계 구축 기대.
질병관리청 수도권 질병대응센터가 지난 10일 오후1시부터 오후 5시까지, 한국프레스센터에서 서울특별시 및 인천광역시 감염병 담당자(시도, 시군구 보건소, 감염병관리지원단)와 함께 ‘2025년 수도권역 지자체 역학조사반 모의훈련’을 실시했다.
지자체 역학조사반을 대상으로 한 감염병 대응 정례훈련은 이번이 처음이다.
감염병 대응에 있어 역학조사는 발생원인 파악, 전파경로 추적, 및 확산 방지 등을 위해 반드시 필요한 절차이며, 감염병 발생현장에서 수행되는 만큼 현장 대응역량 강화를 위한 실전적 훈련이 매우 중요하다.
올해부터는 각 권역별 질병대응센터가 주관하고, 해당 권역 내 지자체가 함께하는 <지자체 역학조사반 훈련>을 기획하게 됐으며, 제도 개선 이후 전국에서 처음으로 수도권역(서울·인천)에서 훈련이 실시됐다.
특히, 이번 훈련에 참여하는 서울과 인천은, 각각 우리나라의 수도와 우리나라의 대표 관문인 인천공항이 위치한, 감염병 대응에 있어 매우 중요한 두 지자체로 보다 각별한 의미를 가진다.
이번 훈련에는 수도권역 내 감염병 대응과 관련한 41개 기관, 83명의 감염병 담당자가 참여했다.
실제 상황 기반의 시나리오를 활용한 PBL (Problem-based learning) 방식의 대면 집체교육으로 진행됐으며, 훈련 대상 감염병은 홍역(measles, 2급 법정감염병)으로 선정했다.
홍역은 최근 전 세계적으로 환자발생이 급증하고 있는 대표적인 호흡기 감염병으로, 우리나라는 2014년 세계보건기구(WHO, World Health Organization)로부터 홍역 퇴치인증을 받았다.
우리나라 여행자가 많이 찾는 동남아 등지에서 유행함에 따라 작년부터 해외유입을 통해 지속적으로 환자가 발생하고 있다.
홍역은 전파력이 매우 강한 감염병으로, 특히 6개월 미만 영아, 임신부 및 면역저하자는 고위험군에 해당하여 각별한 주의를 요한다.
올해 신고된 홍역 환자의 40.0%(24/60명, ’25.5.29. 기준)가 수도권역 소재이다.
훈련을 주관한 수도권 질병대응센터는 이상의 발생 동향과 감염병의 특성을 고려하여, 현재 기준으로 가장 훈련이 필요한 감염병인 홍역을 훈련대상으로 선정했다고 강조했다.
수도권질병대응센터는 훈련 종료 및 강평에 이어, 박현숙 역학조사관(서울시 송파구보건소)과 허인실 역학조사관(서울시 감염병관리과 역학조사실)을 우수 참가자로 선정했다.
우수 참가자에게는 연말에 개최될 ‘2025년 감염병 컨퍼런스’에서 질병관리청장 표창 수여 및 우수 훈련사례 발표 기회가 주어질 예정이다.
우수 참가자로 선정된 서울시 송파구 박현숙 역학조사관은 “실제 발생했던 사례를 기반으로 만들어진 시나리오 기반의 훈련을 통해 지자체와 권역센터 간의 합동대응체계를 되짚어보며 미흡한 부분을 배울 수 있는 좋은 시간이었습니다.”고 수상소감을 밝혔다.
또한 보건소 역학조사관으로서 일반과정을 수료하고 심화과정을 이수 중인 인천시 미추홀구 조상현 역학조사관은 “단순 이론뿐만 아니라, 시나리오 기반의 모의훈련을 다양한 소속의 참가자분들과 함께하여 역량을 강화할 수 있는 좋은 기회였습니다.”고 소감을 밝혔다.
최홍석 수도권질병대응센터장은, “지자체 역학조사반을 대상으로 한 첫 정례훈련인 만큼, 감염병 대응의 전문성 강화와 유관기관 간 긴밀한 협력체계 구축에 도움이 되는 훈련을 기획하기 위해 만전을 기했다.”고 밝히며, “앞으로도 지자체와 함께 지속적이고 반복적인 대응훈련을 통해 감염병으로부터 국민의 건강과 지역사회의 안전을 지키기 위해 노력할 것”이라고 전했다.
