충남 논산시(시장 백성현)는 한국해비타트충남세종지회(이하 해비타트)와 함께 추진한 ‘희망의 집 고치기’ 사업이 지난 13일 헌정식을 끝으로 마무리됐다고 16일 밝혔다.
이번 사업은 건강과 경제 모두 어려운 상황에 놓인 연무읍의 한 노부부를 위해 지역사회가 힘을 모아 주거환경을 개선한 사례다.
헌정식은 해비타트 관계자와 논산시 공무원, 참여 기관·단체, 인근 주민 등 40여 명이 참석한 가운데 진행됐다. 이날 모인 이들은 새롭게 단장된 주택을 함께 둘러보며 온정을 나눴다.
주거 개선의 주인공은 연무읍에 거주 중인 고령의 부부다. 남편은 신장투석을, 아내는 치매와 대장암 수술을 겪으며 일상생활 자체가 어려운 형편이었다. 두 사람은 생계뿐 아니라 주거환경 면에서도 고립돼 있었다. 주택은 구조적으로 심각하게 노후돼 있었고, 외부 화장실은 무너진 상태였으며, 난방 시설도 갖춰져 있지 않아 겨울철 생명까지 위협받는 실정이었다.
문제의 심각성을 인지한 연무읍 행정복지센터는 해비타트에 해당 가정을 추천했고, 이후 지역사회보장협의체와 새마을부녀회 등 여러 단체가 뜻을 모으며 주거개선이 본격적으로 추진됐다.
약 한 달간 진행된 공사에는 총 5천만 원의 예산이 투입돼 단열 공사와 구조 보강, 실내 화장실 및 주방 신설, 폐기물 정리, 난방 설비 보완 등이 이뤄졌다. 그 결과, 72.3㎡(약 22평) 규모의 따뜻하고 안전한 새 보금자리가 완성됐다.
입주자 부부는 “살아갈 수 있겠다는 희망이 생겼다”며 “도움을 주신 모든 분들께 진심으로 감사드린다”는 말을 전했다.
윤학희 해비타트충남세종지회 이사장은 “복지 사각지대에 놓인 이웃들에게 안락하고 안전한 주거 공간을 제공할 수 있어 매우 뜻깊게 생각한다. 특히 이번 사업이 지역 내 여러 기관과 단체의 적극적인 협력으로 이루어졌다는 점에서 큰 의미가 있다”며“앞으로도 주거 취약계층의 삶의 질 향상과 주거 복지 실현을 위해 지속적으로 노력해 나가겠다”고 밝혔다.
논산시 관계자는 “앞으로도 주거 취약계층을 발굴하고 지원하는 데 힘쓸 것”이라며 “민관 협력의 좋은 사례가 지역 전반으로 널리 퍼지길 기대한다”고 말했다.
