충남 논산시(시장 백성현)가 공익직불제 참여 농가의 이행사항 준수를 점검하기 위해 지역 내 농경지를 대상으로 토양 성분 정밀 분석에 착수했다.
이번 점검은 기본형 공익직불제 운영의 투명성과 실효성을 높이기 위한 조치로 논과 밭, 과수원, 시설재배지 등을 대상으로 무작위로 토양 시료를 채취한 후 과학적인 분석을 실시한다. 주요 점검 항목은 '토양산도(pH)', '유기물', '인산', '칼륨함량' 총 4가지다.
분석 결과, 기준치를 초과하는 항목이 2개 이상일 경우 1차 ‘부적합’으로 판정되며, 다음 해에 같은 절차로 재검사를 받게 된다. 3차 점검까지 부적합 판정을 받을 경우, 해당 농가는 기본형 공익직불금 총액의 10%가 감액된다.
