윤 의원은 “다문화학생과 정신건강 위기학생은 매년 증가하고 있지만, 학업 중단과 또래 관계 단절 등 현실적 어려움에 대한 대책은 여전히 미흡하다”며 “20년 이상 이어진 다문화 교육 지원에도 불구하고, 대학 진학률이나 학업 성취도 같은 핵심 지표조차 제대로 분석되지 않고 있다”고 비판했다.
특히 정신건강 위기학생을 선별하기 위한 ‘학생정서·행동특성검사’의 신뢰도 문제를 제기하며, “정상군으로 분류된 학생들조차 극단적 선택으로 이어지는 사례가 적지 않다”고 우려를 표했다. 이어 “교육열이 높은 지역 특성을 반영한 정서·심리 분석이 반드시 병행돼야 한다”고 강조했다.
윤 의원은 또, 학령인구가 줄고 있음에도 정신건강 위기학생 수는 오히려 늘고 있다는 점을 지적하며, 초·중·고 전 학년을 아우르는 위탁형 대안교육기관 설립이 시급하다고 밝혔다. “정신건강 위기학생을 위한 실질적 대안 마련 없이는 학교 밖 청소년 문제 역시 해결하기 어렵다”고 덧붙였다.
아울러 그는 “다문화학생과 정신건강 위기학생에 대한 지원은 특별대우가 아닌, 누구나 누려야 할 정당한 교육적 배려”라며 “모든 아이들이 지역사회와 국가의 당당한 구성원으로 성장할 수 있도록 교육청이 보다 책임 있는 자세로 나서야 한다”고 당부했다.
