올해로 15회를 맞은 이번 대회는 한국매니페스토실천본부(사무총장 이광재)가 주최해 전국 시·군·구의 우수 공약과 정책 사례를 발굴·공유함으로써 지역자치의 성과를 확산하기 위해 매년 열리고 있다.
올해는 ▲경제 및 지역산업 ▲불평등 완화 ▲인구구조변화 대응 ▲안전 및 재난관리 ▲기후·환경·생태 ▲사회적 자본 ▲공동체 강화 등 7개 분야에서 총 159개 지방자치단체가 401건의 사례를 공모했으며, 서면심사를 통과한 191건을 대상으로 현장 발표를 거쳐 수상작을 선정했다.
심사는 학계, 시민사회, 자치 전문가 등으로 구성된 ‘매니페스토 심사단’이 참여했으며, 1차 서면심사(70점)와 2차 발표심사(30점)를 합산해 최종 평가가 이뤄졌다.
영덕군은 인구구조 변화 대응 분야에서 수상한 ‘청년이 돌아오는 환영해 마을 조성사업’을 통해 지방소멸 위기 대응 및 청년 유입 기반 조성에 대한 우수 사례로 인정받았다. 이 사업은 일자리, 주거, 생활환경, 공동체, 청년 유입 등 5대 분야에서 창업허브센터와 세대통합지원센터 운영, 청년창업 지원 등 총 15개 세부사업을 유기적으로 추진하고 있다.
김광열 영덕군수는 “이번 수상은 군민과 함께 만들어 온 정책이 실질적인 변화를 이끌어낸 결과”라며 “앞으로도 군민이 체감할 수 있는 정책을 통해 지속 가능한 지역사회를 만들어 가겠다”고 말했다.
한편, 영덕군은 2023년 ‘연결의 문화정거장 영덕 BLUE’s’로 최우수상을, 2024년에는 ‘생활민원기동처리반 출동! 덕이대장’으로 우수상을 수상하는 등 3년 연속 수상의 성과를 이어가고 있다.

Yeongdeok-gun was recognized as an excellent example of responding to the crisis of local extinction and creating a foundation for youth inflow through the ‘Youth Return Welcome Village Creation Project’ that won the award in the field of responding to population structure changes. This project organically promotes a total of 15 detailed projects in 5 fields: jobs, housing, living environment, community, and youth inflow, including the operation of a startup hub center and a generational integration support center, and support for youth entrepreneurship.
