이번 교육은 병곡면사무소에서 진행된 이론교육과 고래불해수욕장에서의 실전 합동훈련으로 이뤄졌으며, 군내 7개 해수욕장에 배치된 인명구조요원 30여 명이 참석해 구조 역량을 높였다.
이날 교육과 훈련은 울진해양경찰서 안전관리계와 구조대 A팀의 주관으로 진행됐으며, 해양 전문 구조 인력의 실제 사례를 바탕으로 한 강의와 훈련이 병행돼 큰 호응을 얻었다.
이론교육에서는 △인명구조요원의 임무와 책임 △주요 사고 유형 및 예방 대책 △구조장비 점검 요령 등에 대한 내용이 다뤄졌으며, 실습 훈련은 해상 익수자 구조 상황을 가정한 △구조 동작 훈련 △심폐소생술(CPR) △응급처치 실습 등을 중심으로 진행됐다.
특히 이번 훈련은 단순한 강의 위주의 교육을 넘어, 실제 현장에서 즉시 활용 가능한 구조 기술 습득에 중점을 두어 참가자들의 실전 대응 능력을 끌어올렸다는 평가다. 아울러 해양경찰과 구조요원 간 협력 체계 점검을 통해 유사시 공조 대응 역량도 함께 강화됐다.
문성준 영덕군 부군수는 “여름철을 맞아 해수욕장을 찾는 피서객이 급증하는 만큼, 철저한 안전 관리와 신속한 구조 체계 마련이 무엇보다 중요하다”며, “현장 구조요원의 대응력을 지속적으로 강화하고, 관계기관과의 유기적인 협력으로 누구나 안심하고 이용할 수 있는 해수욕장 환경을 조성하겠다”고 말했다.
한편, 영덕군은 올해 관내 7개 해수욕장에 인명구조요원 63명을 배치해 운영 중이며, 수시 점검과 정기 교육을 통해 수상 안전 확보에 만전을 기하고 있다.
