[브레이크뉴스=강동호 기자] 합천군은 지난 16일부터 20일까지 이어진 집중호우로 주택 침수와 농경지·도로 피해가 속출함에 따라 7월 22일 행정안전부로부터‘특별재난지역’으로 선포됐다.
특별재난지역이 되면서 복구비 가운데 지방자치단체가 부담해야 할 몫이 크게 줄었다.
공공시설 등 주요 복구비 중 최대 80% 까지 국고를 지원받을 수 있어 군 재정 부담이 대폭 경감된다.
주민 생활 안정 대책도 넓어졌다. 일반 재난지역에서 제공되는 국세·지방세 납부 유예 등 간접지원 항목도 24개 제도에 더해, 건강보험료·전기·통신·도시가스·지역난방 요금 감면 등 13개 항목이 추가 적용돼 모두 37개 항목의 지원을 받을 수 있다.
중소기업에 대한 국세·지방세는 최대 2년까지 납부 기한이 연장되고, 침수 차량·건축물의 취득세·자동차세도 면제된다.
이 같은 간접 지원을 받으려면 ‘피해사실확인서’가 필요하다. 확인서는 자연재난 피해신고 후 발급되며, 국민재난안전포털 또는 읍·면사무소에서 신고할 수 있다. 군은 전담 창구를 마련해 온라인·오프라인 접수를 지원하고 있다.
풍수해보험 가입자에게는 중복 지급 제한 규정이 적용된다.
단, 풍수해보험금이 더 적으면 차액을 재난지원금으로 보전받을 수 있다. 이재민 구호비·의연금 등 생계 지원은 별도 기준에 따라 추가 지급된다.
