【브레이크뉴스 포항】박영재 기자=기획재정부 윤인대 차관보와 산업통상자원부 오승철 산업기반실장이 포항을 방문해 포스코 수소환원제철 데모플랜트 부지와 제2제강공장을 시찰하고, 철강기업들이 참여하는 ‘포항철강기업 릴레이 현장간담회’를 개최했다고 포항시가 14일 밝혔다.
간담회에 앞서 이들은 포스코를 찾아 수소환원제철 개발센터 내 하이렉스 홍보관과 데모플랜트 부지를 둘러보고 기술 설명을 들었다. 이어 제2제강공장의 스마트 제조공정을 시찰하며 운영 현황을 확인했다.
이후 기획재정부와 산업통상자원부 관계자를 비롯해 경북도, 유관기관, 포스코·현대제철·동국제강·세아제강 등 철강기업 6개사 관계자들이 참석한 가운데 포항시청에서 간담회를 가졌다.
간담회는 ▲철강 통상대응 추진 현황 ▲포항 철강산업 위기 극복 방안 ▲기업 애로사항 청취 순으로 진행됐다. 참석자들은 국제 통상환경 악화, 미국 고율 관세 부과, 내수경기 침체 등 복합 위기 속에서 정부·지자체·기업 간 긴밀한 협력 필요성에 공감하며, 철강 부문 통상 대응과 국내시장 보호를 위한 정부 지원을 요청했다.
시는 산업통상자원부에 산업위기선제대응지역 지정을 촉구하고, 철강업계 경쟁력 강화를 위한 주요 사업 조기 추진을 건의했다. 또 ‘철강산업 경쟁력 강화 및 녹색철강기술 전환을 위한 특별법(K-스틸법)’의 조속한 제정을 요청했다.
윤인대 기획재정부 차관보는 “기업이 진짜 성장의 중심”이라며 “현장의 목소리를 토대로 경쟁력 강화 대책을 마련하고 정부 차원의 지원을 아끼지 않겠다”고 말했다.
오승철 산업통상자원부 산업기반실장은 “철강산업 위기는 국가 경쟁력과 직결된 사안”이라며 “기업 의견을 반영해 실질적인 경쟁력 확보를 지원하겠다”고 밝혔다.
이강덕 포항시장은 “이번 간담회를 계기로 철강산업 위기 대응 로드맵을 구체화하고, 정부 차원에서 산업위기선제대응지역 지정과 철강기업 경쟁력 회복을 위한 지원이 적극 논의되길 기대한다”고 말했다.
한편 포항시는 지난 7월 18일 산업통상자원부에 산업위기선제대응지역 지정을 신청했으며 이달 5일 현지 실사를 마쳤다. 지정 여부는 오는 9월 중 최종 확정되며, 지정 시 2년간 지방투자촉진보조금 우대, 이차보전, 컨설팅, 고용안정 지원 등 다양한 정부 지원이 집중 추진된다.

The city urged the Ministry of Trade, Industry and Energy to designate a preemptive industrial crisis response zone and proposed the expedited implementation of key projects to strengthen the competitiveness of the steel industry. They also requested the prompt enactment of the "Special Act on Strengthening Steel Industry Competitiveness and Transition to Green Steel Technology (K-Steel Act)."
Yoon In-dae, Deputy Minister of Strategy and Finance, stated, "Companies are truly at the center of growth," adding, "We will develop measures to strengthen competitiveness based on feedback from the field and provide unwavering government support."
Oh Seung-cheol, Director General of the Industrial Infrastructure Office at the Ministry of Trade, Industry and Energy, stated, "The steel industry crisis is directly linked to national competitiveness. We will support businesses in securing tangible competitiveness by reflecting their opinions."
Pohang Mayor Lee Kang-deok said, "I hope this meeting will serve as an opportunity to flesh out a roadmap for responding to the steel industry crisis and to actively discuss government-level designations of preemptive industrial crisis response zones and support for restoring the competitiveness of steel companies."
Meanwhile, Pohang City applied for designation as a preemptive industrial crisis response zone to the Ministry of Trade, Industry and Energy on July 18th and completed an on-site inspection on the 5th of this month. The final decision on designation will be made in September. If designated, the city will receive a variety of government support, including preferential local investment promotion subsidies, secondary guarantees, consulting, and employment stability support for two years.
