[브레이크뉴스=배종태 기자] 부산시가 2025년도 도시가스 소매 공급비용을 동결하기로 결정했다.
시는 요금 인상 요인이 존재했음에도 불구하고, 최근 물가 상승과 경기 침체로 어려움을 겪는 시민들의 부담을 덜기 위한 조치라고 밝혔다.
시는 도시가스 소매요금 산정을 위한 외부 전문기관의 용역 결과, 판매량 감소와 통상임금 상승, 공급관 설치비용 증가 등 요금 인상 요인이 확인됐다고 밝혔다. 그러나 부산도시가스와 협의를 거쳐 최종적으로 비용 동결을 확정했다.
도시가스 요금은 전체의 약 8590%를 차지하는 도매요금과 1015%의 소매 공급비용으로 구성된다. 도매요금은 산업통상자원부가, 소매 공급비용은 시·도지사가 각각 승인하는 구조다. 이번 결정은 부산시가 승인 권한을 갖는 소매 공급비용에 해당한다.
이번 조치로 인해 가정용 도시가스의 경우 가구당 월평균 약 393원의 요금이 절감될 전망이다. 산업용 요금의 경우 도매요금 하락세와 맞물려 절감 폭이 더 크다. 평균 사용량을 기준으로 2024년 12월 대비 약 16.4% 감소한 월 약 643만 원의 요금이 예상된다.
부산도시가스는 요금 동결에 따른 부담을 자체적으로 흡수하기 위해 원가 절감과 대형 수요처 확보 등에 나설 방침이다.
이와 함께 부산시는 도시가스 보급률 확대를 위한 투자도 이어간다. 2025년 도시가스 의무 투자재원은 전년 대비 11억 원이 늘어난 총 102억 원으로, 고지대 산복도로와 원거리 지역 등 취약 지역 중심의 도시가스 인프라 확충에 사용될 계획이다.
박동석 부산시 첨단산업국장은 “이번 동결 결정이 시민들의 생활비 부담을 조금이나마 덜어주는 계기가 되길 바란다”며 “앞으로도 요금 구조의 효율화를 통해 안정적인 도시가스 운영을 추진하겠다”고 밝혔다.

The City of Busan has announced that it will freeze the retail supply charge for city gas in 2025, despite cost increases identified during a recent rate review. The decision aims to alleviate the financial burden on residents facing rising living costs and ongoing economic uncertainty.
A recent cost analysis conducted between May and July through an external consulting agency found several factors that would typically warrant a rate increase, including decreased sales volume, rising labor costs, and higher pipeline installation expenses. However, after discussions with Busan City Gas Co., the city opted to hold retail supply charges at current levels.
City gas rates in South Korea are composed of two parts: wholesale charges, which make up 85–90% of the final rate and are set by the Ministry of Trade, Industry and Energy; and retail supply charges, accounting for 10–15%, which are approved by local governments. Busan’s decision pertains specifically to the latter.
As a result of the freeze, households are expected to save approximately KRW 393 per month on average. The impact on industrial users could be even more significant, as wholesale gas prices have been on a downward trend since late 2024. For example, businesses with average usage (1,791,000 MJ/month) are projected to pay around KRW 6.43 million in August 2025—a 16.4% reduction compared to December 2024.
In response to the freeze, Busan City Gas Co. plans to offset cost pressures through internal measures, including cost-cutting efforts and securing large-volume customers.
Meanwhile, the city will continue investing in expanding city gas infrastructure. In 2025, Busan has secured KRW 10.2 billion in mandatory investment funds—up KRW 1.1 billion from the previous year. The funds will be used to extend service to underserved areas such as hillside roads and remote districts.
Park Dong-seok, Director of Busan's Advanced Industry Bureau, stated, “We hope this price freeze will contribute to stabilizing living costs for citizens. Going forward, we will continue working to ensure that gas rates remain fair and stable by improving cost efficiency and strengthening the system.”
