【브레이크뉴스 대구】진예솔 기자=대구시의회 하병문 의원(북구4)이 지역 문학 활성화를 위해 ‘대구광역시 문학진흥 조례 일부개정조례안’을 대표 발의했다.
개정안은 문학관지역등록심의회 운영 방식을 개선해 문학관을 지역 문학의 거점으로 보다 효율적이고 활성화된 공간으로 만들기 위해 마련됐다.
5일 문화복지위원회 심사를 통과한 조례안은 오는 12일 제3차 본회의에서 최종 의결될 예정이다.
기존 조례는 심의회를 상시 운영하도록 규정해 불필요한 행정 부담과 비효율이 발생했으나, 이번 개정안은 안건 발생 시에만 심의회를 구성하고, 심의·의결 후 자동 해산되도록 해 신속한 운영이 가능하도록 했다.
이번 조례 개정으로 문학관 등록과 운영 과정이 간소화되면서, 지역 작가와 주민을 대상으로 한 프로그램 운영, 전시, 강연 등 다양한 문학문화 활동이 활발히 이루어질 전망이다. 시민 참여와 상호작용이 늘어나면서 지역 사회 내 문학 생태계 강화에도 긍정적인 영향을 미칠 것으로 기대된다.
하 의원은 “문학관이 단순한 시설을 넘어 지역 문학의 중심 공간으로 자리 잡도록 심의 절차를 간소화했다”며, “이번 개정을 통해 시민들이 보다 쉽게 문학을 접하고 향유할 수 있는 기반이 강화될 것”이라고 밝혔다.

Daegu City Council Member Ha Byeong-moon (Buk-gu 4) has proposed a partial amendment to the Daegu Metropolitan City Literature Promotion Ordinance to revitalize local literature.
The amendment aims to improve the operation of the Literature Center Registration Review Committee, making the Literature Center a more efficient and vibrant hub for local literature.
The ordinance, which passed the Culture and Welfare Committee review on the 5th, is scheduled for final approval at the third plenary session on the 12th.
The existing ordinance required the review committee to operate continuously, resulting in unnecessary administrative burden and inefficiency. However, this amendment allows the review committee to be formed only when a matter arises and automatically dissolves after deliberation and resolution, facilitating swift operation.
This amendment streamlines the registration and operation process for literature centers, promising to foster diverse literary and cultural activities, including programs, exhibitions, and lectures for local writers and residents. Increased citizen participation and interaction are expected to positively impact the strengthening of the local literary ecosystem.
Rep. Ha said, “We have streamlined the review process so that the literature center can become a central space for local literature beyond a simple facility,” and added, “Through this revision, we will strengthen the foundation for citizens to more easily access and enjoy literature.”
