전쟁 영화를 보는 것 같았다. 한국인들이 케이블타이와 체인에 묶여 줄줄이 버스에 오르는 모습은 형언할 수 없는 비애를 느끼게 했다. 해방 이후 점령군 처럼 이땅에 들어와 저지른 미군의 만행이 떠올라 뜨거운 분노가 목젓을 타고 올라왔다.
지난 4일(현지 시간) 미(美) 이민당국은 조지아주 현대자동차-LG 에너지 솔루션 공장 건설 현장에서 군사작전을 방불케 할 만큼 공격적인 불법체류자 단속을 벌여 한국인 300여명을 포함해 총 475명을 체포했다. 500여명이 투입된 이날 단속에는 이민세관단속국(ICE)을 비롯해 노동부 감사국, 연방수사국(FBI), 마약단속국(DEA), 세관·국경보호국(CBP), 국세청(IRS), 조지아주 순찰대 등 다수의 연방·주 기관이 참여했다.
미 이민세관단속국은 5일(현지시간) 홈페이지에 '조지아주 불법 고용 및 연방 범죄 단속 합동 작전'이라는 제목의 보도자료와 함께 2분 34초 분량의 영상을 게시했다. 공개된 영상에는 군용 차량과 수십 대의 단속 차량, 헬리콥터가 현장에 투입돼 공장 주변을 진입하는 장면이 담겼다. 무장 요원들은 건물 출입을 통제하며 직원들을 줄지어 세운 뒤 신체 수색과 소지품 검사를 실시했다. 이후 단속 대상자들은 버스 앞에 일렬로 세워졌고, 요원들이 체인과 케이블타이로 손발을 묶어 호송 차량에 태우는 모습이 포착됐다. 마치 테러범이나 전쟁포로를 다루는 듯한 광경이었다.
미국 이민당국의 단속 이유는 한국인들이 노동이 금지된 단기 비자로 들어와 노동을 했다는 것이다. 그들은 이미 수개월전 정보를 입수했고, 치밀한 체포 작전을 세워 준비하다 이날을 D데이로 정한 것이다. 한국 정부와 기업에는 아무런 정보도 제공하지 않았다.
미국의 이번 체포작전은 매우 부적절했다.
첫째, 한국은 미국의 핵심 동맹국이다. 이같은 과잉단속은 동맹에 대한 예의가 아니다. 한국은 아프리카나 남미의 국가들과 다르다. 연간 1조5천억원(11억 달러)에 이르는 주한 미군의 주둔비를 대고 해마다 막대한 예산을 들여 미국의 무기를 사는 나라다. 트럼프 대통령의 요구에 따라 5000억달러(700조원)에 이르는 대미(對美) 투자도 결정했다.
둘째, 체포된 한국인들은 불법 체류와 불법 노동을 목적으로 미국에 있는 사람들이 아니다. 상당수가 공장의 조기 완공을 위해 한국 기업들이 파견한 기술자들이다. 결과적으로 미국을 위해 열심히 일한 사람들이다.
셋째, 얼마전 정상회담을 한 이재명 정부에 대한 예의에도 어긋났다. 정상 끼리 우호의 악수를 하고 이리 뒷통수를 쳐도 되는가? 한국은 미국에 최선의 예의를 다했다.
넷째, 체포 과정도 매우 비인도적이다.공개된 영상을 보면 체포된 사람들을 체인과 케이블타이로 굴비 엮듯 묶어 이송해 수감했다. 매우 반인권적인 처사다. 가족들의 상처도 크다.
이번 사안에 대해 한국 국민들은 분노하고 있다.정부와 해당 기업들의 관련 정보 수집과 사후 대응에도 비판이 제기되고 있다. 미국이 공격적으로 불법체류자 단속에 나서는 상황에서 미 당국과의 사전 협의와 안전 보장 없이 단기 비자 신분의 기술 인력을 건설 현장에 투입한 것은 매우 잘못된 판단이다.
그럼에도 불구하고 가장 큰 잘못은 미국 정부에 있다. 동맹국에 대한 최소한의 예의도 투자국에 대한 배려도 없이 반인권적인 단속과 체포를 한 것은 매우 부적절한 처사이다. 미국에 대한 신뢰를 저버리는 일이다.
한국 정부와 해당 기업들은 미국 정부에 강력히 항의하고 체포된 국민의 조기 귀환과 안전 대책을 서둘러야 한다. 불안에 떨고 있는 가족들에게도 상황을 신속히 알려주어야 한다. 정기적인 투약이 필요한 사람들에게 의약품이 빨리 전달되도록 해야한다.
세계적인 역사학자인 니얼 퍼거슨은 최근 "현재의 미국은 로마 공화정 말기와 닮았다"고 비판했다. 아담 S. 포젠 피터슨국제경제연구소장도 최근 외교전문지 포린 어페어스에 기고한 '새로운 경제 지리학(The New Economic Geography)'에서 "트럼프가 미국을 세계 경제의 '보험자'에서 '이익 추구자'로 전환시켰고 그 결과 각국이 비효율적인 새로운 '보험'을 모색하면서 모두가 손해를 보는 상황을 초래했다"고 주장했다. 미국은 지금 이익을 위해 벌거벗었다. 체면도 우정도 내팽개치고 미국의 이익만 추구하는 나라가 되었다. 이제 미국을 존경하는 나라는 없다.

Mass Arrests of Koreans in the US: Is This Alliance?

It felt like watching a war movie. The sight of Koreans lined up and boarding buses, tied with cable ties and chains, brought an indescribable sense of sorrow. Burning anger welled up in my throat as I recalled the atrocities committed by the US military, who invaded this land like an occupying force after liberation.
On the 4th (local time), US immigration authorities conducted an aggressive crackdown on illegal immigrants, reminiscent of a military operation, at the Hyundai Motor Company-LG Energy Solutions plant construction site in Georgia, arresting a total of 475 people, including around 300 Koreans. Around 500 officers were deployed, and numerous federal and state agencies participated, including Immigration and Customs Enforcement (ICE), the Department of Labor's Office of the Inspector General, the Federal Bureau of Investigation (FBI), the Drug Enforcement Administration (DEA), Customs and Border Protection (CBP), the Internal Revenue Service (IRS), and the Georgia State Patrol.
On the 5th (local time), U.S. Immigration and Customs Enforcement (ICE) posted a 2-minute and 34-second video on its website along with a press release titled "Joint Operation to Combat Illegal Employment and Federal Crimes in Georgia." At President Trump's request, it also decided to invest US$500 billion (US$700 trillion) in the US.
Second, the Koreans arrested are not in the US for illegal residence or illegal labor. A significant number are technicians dispatched by Korean companies to expedite the completion of their factories. Ultimately, they are people who have worked diligently for the US.
Third, it is disrespectful to the Lee Jae-myung administration, with whom it recently held a summit. Is it acceptable for leaders to shake hands and then backstab each other? South Korea has shown the utmost courtesy to the US.
Fourth, the arrest process itself is extremely inhumane. Released footage shows the arrested individuals being tied up with chains and cable ties, like oyster shells, and then transported to prison. This is a highly inhumane act. The families are deeply hurt.
The Korean public is outraged by this incident. Criticism is also being raised about the government and the companies involved in collecting relevant information and their subsequent response. Deploying technical personnel on short-term visas to construction sites without prior consultation with US authorities or guaranteeing their safety, amidst the US's aggressive crackdown on illegal immigrants, is a grave misjudgment.
Nevertheless, the greatest fault lies with the US government. Their inhumane crackdown and arrest, without even the slightest courtesy to their allies or consideration for their investment countries, is deeply inappropriate and betrays trust in the US.
The Korean government and the companies involved must strongly protest to the US government and expedite the swift return and safety measures for the arrested citizens. Their anxious families must also be promptly informed of the situation. Medications must be delivered promptly to those in need of regular medication.
World-renowned historian Niall Ferguson recently criticized the situation, saying, "The United States today resembles the late Roman Republic." Adam S. Posen, director of the Peterson Institute for International Economics, recently argued in his article "The New Economic Geography" in Foreign Affairs, "Trump has transformed the United States from an 'insurer' of the global economy to a 'profit-seeker,' resulting in a situation where countries are seeking inefficient new 'insurance' to the detriment of all."
