김미숙 경기도의원, “지방의회 의원외교 실질적 주체로 거듭나야”

경기도의회 미래과학협력위원회 김미숙 의원(더불어민주당, 군포3)이 지난 9월 5일 경기도의회에서 열린 2025 경기도 정책토론회에서 ‘의회외교(의원외교) 이대로 좋은가?’를 주제로 좌장을 맡아 토론회를 진행했다.

이번 토론회는 단순 해외연수에 그쳤던 기존 관행에서 벗어나 지방시대에 걸맞은 의원외교의 방향을 모색하고, 실질적 성과 창출과 제도적 개선 방안을 논의하기 위해 마련됐다.

발제에 나선 김형수 단국대 교수는 “저출산·고령화와 지역소멸 위기 속에서 지방외교는 선택이 아닌 국가 전략 과제”라고 강조했으며, 장혜영 중앙대 교수는 “성과 공유 부족과 예산·인력 한계가 의원외교의 걸림돌”이라며 제도적 뒷받침 필요성을 제기했다.

토론에 나선 남종섭 의원(더불어민주당, 용인3)은 “해외연수는 단순 견학을 넘어 협력과 지속가능성을 담보해야 한다”고 제안했다. 김태형 의원(더불어민주당, 화성5)은 “국제명예대사 제도 등 경기도형 제도 마련이 필요하다”고 강조했다.

김미숙 의원은 “지방의회 의원 외교가 실질적 외교 주체로 자리잡아야 한다”며, “해외연수가 관광처럼 비춰지지 않도록 제도적 기반과 성과 중심의 활동을 강화하겠다”고 밝혔다.

한편 김미숙 의원은 경기도의회 지방외교포럼 회장으로, 지난 7월 연구용역 최종보고회를 열어 지방외교 기본 조례 제정을 논의하는 등 지방외교 발전에 앞장서고 있다.

Moderator of Policy Debate, Calls for Strengthening Institutional Foundations and Focusing on Results

Representative Kim Mi-sook (Democratic Party of Korea, Gunpo District 3), a member of the Gyeonggi Provincial Council's Future Science Cooperation Committee, moderated the 2025 Gyeonggi Province Policy Debate held at the Gyeonggi Provincial Council on September 5th. She led the discussion on the topic, "Is Parliamentary Diplomacy (Parliamentary Diplomacy) Good as It Is?"

This debate was designed to move beyond the existing practice of mere overseas training and explore a direction for parliamentary diplomacy befitting the local era, while also discussing ways to generate tangible results and institutional improvements. Professor Kim Hyung-soo of Dankook University, who gave a keynote speech, emphasized, "Amidst the low birth rate, aging population, and the crisis of regional extinction, local diplomacy is not an option but a national strategic task." Professor Jang Hye-young of Chung-Ang University argued that "lack of shared results and budget and personnel limitations are obstacles to parliamentary diplomacy," and emphasized the need for institutional support.

During the discussion, Representative Nam Jong-seop (Democratic Party of Korea, Yongin 3) proposed, "Overseas training should go beyond simple field trips and ensure cooperation and sustainability." Representative Kim Tae-hyung (Democratic Party of Korea, Hwaseong 5) argued, "We need to establish Gyeonggi-do-style systems, such as an international honorary ambassador system."

Representative Kim Mi-sook stated, "Local council diplomacy must be established as a substantive diplomatic entity," adding, "We will strengthen the institutional foundation and performance-oriented activities to prevent overseas training from being perceived as mere tourism." Meanwhile, as the chairman of the Gyeonggi Provincial Council's Local Diplomacy Forum, Rep. Kim is leading the way in the development of local diplomacy, including by holding a final report meeting on a research project in July to discuss the enactment of a basic local diplomacy ordinance.
