경기도의회 여성가족평생교육위원회 장민수 의원(더불어민주당, 비례)이 대표 발의한 ‘경기도 청소년 진로교육 활성화 지원 조례안’이 지난 9월 11일 열린 제386회 임시회 제2차 여성가족평생교육위원회를 통과했다.
이번 조례안은 4차 산업혁명과 인공지능 발전으로 급변하는 노동시장 속에서 청소년들이 자신의 적성과 역량을 살려 주도적으로 진로를 설계할 수 있도록 하기 위한 제도적 기반 마련을 위해 제정됐다.
장민수 의원은 “현행 경기도교육청 진로교육 조례가 ‘학생’을 중심으로 규정돼 있어 학교 밖 청소년 등 제도권 밖 청소년들이 체계적이고 지속적인 진로교육을 보장받기 어려웠다”며, “이번 조례 제정은 이러한 사각지대를 해소하고 모든 청소년에게 균등한 기회를 보장하기 위한 것”이라고 설명했다.
조례안은 △발달 단계별 맞춤형 시책 마련, △진로체험 기관 발굴 및 정보 제공 시스템 구축, △진로교육 전문시설 설치·운영 지원, △프로그램 운영 지원 등 행정·재정적 지원 근거를 담았다. 이를 통해 경기도 청소년들이 변화하는 직업 세계에 능동적으로 대응하고 개인의 소질과 적성을 발휘할 수 있도록 했다.
장민수 의원은 “이번 조례는 단순한 직업 선택 지원을 넘어 청소년이 스스로 삶을 설계하고 미래를 주도하는 주체로 성장할 수 있도록 돕는 데 의미가 있다”며, “특히 학교 밖 청소년 등 사각지대에 놓인 이들에게 균등한 기회를 제공해 자립과 성장을 위한 토대를 마련하겠다”고 강조했다.

The "Gyeonggi Province Youth Career Education Activation Support Ordinance," sponsored by Rep. Jang Min-soo (Democratic Party of Korea, proportional representation) of the Gyeonggi Provincial Council's Women, Family, and Lifelong Education Committee, passed the 2nd meeting of the 386th Extraordinary Session of the Women, Family, and Lifelong Education Committee on September 11th.
This ordinance was enacted to establish an institutional foundation for young people to proactively design their career paths, leveraging their aptitudes and capabilities in a rapidly changing labor market driven by the Fourth Industrial Revolution and the advancement of artificial intelligence.
Council Member Jang Min-soo explained, "The current Gyeonggi Provincial Office of Education Career Education Ordinance focuses on 'students,' making it difficult for out-of-school youth and other youth outside the institutional system to receive systematic and consistent career education. The enactment of this ordinance aims to address this blind spot and ensure equal opportunities for all youth." The proposed ordinance includes administrative and financial support, including the development of tailored policies for each stage of development, the establishment of a career experience center and information provision system, the establishment and operation of specialized career education facilities, and program operation support. These measures will empower Gyeonggi Province youth to proactively respond to the changing world of work and demonstrate their individual talents and aptitudes.
Councilmember Jang Min-soo stated, "This ordinance is significant in that it goes beyond simply supporting career choices, helping youth design their own lives and grow into leaders of their futures." He emphasized, "In particular, it will provide equal opportunities to underserved youth, such as out-of-school youth, laying the foundation for self-reliance and growth."
