[브레이뉴스=배종태 기자] 부산시는 35세 이상 55세 미만의 ‘끼인세대’를 체계적으로 지원하기 위한 '제1차 부산광역시 끼인세대 지원 종합계획(2025~2028)'을 수립해 추진한다고 14일 밝혔다.
이번 계획은 전국 최초로 제정된 '부산광역시 끼인세대 지원 조례'에 근거해 4년마다 수립되는 법정 종합계획으로, 약 918억 원의 예산이 투입된다.
시는 ‘끼인세대에서, 키(Key)세대로’라는 슬로건 아래, 생애주기별 맞춤형 지원을 통해 정책 사각지대를 해소하고 사회통합과 지역 경제 활력을 높인다는 구상이다. 비전은 ‘생애주기 지원 실현으로 다함께 행복한 부산’으로 설정됐다.
이번 종합계획은 ▲일자리 ▲역량개발·교육 ▲주거안정·금융 ▲문화·여가 ▲출산·양육 ▲노후준비·건강 등 6대 분야, 32개 세부사업으로 구성됐다.
[일자리 분야]에서는 ‘4050 채용촉진 지원사업’ 확대 등 이·전직 지원과 디지털 기술 활용, 맞춤형 일자리 창출 등 6개 사업이 추진된다.
[역량개발·교육 분야]는 ‘직장인 직업역량 강화 프로그램 운영’ 등 4개 사업을 통해 평생교육과 역량 강화를 지원한다.
[주거안정·금융 분야]에서는 ‘폐업소상공인 희망두배통장 지원사업’ 등 총 5개 사업을 통해 주거와 금융 접근성을 높인다.
[문화·여가 분야]에서는 가족 중심의 문화생활을 돕기 위해 ‘부산형 어린이 패스트트랙’ 시범사업을 포함해 7개 사업을 추진한다.
[출산·양육 분야]는 ‘가족친화인증기업 확대’ 등 6개 사업을 통해 출산과 양육 친화적인 환경을 조성한다.
[노후준비·건강 분야]는 ‘노후 준비를 위한 자산관리 교육프로그램 운영’ 등 4개 사업으로 건강한 노후와 자산관리 능력 강화를 지원한다.
시는 2026년 추가로 3개 사업을 도입해 지원 범위를 더욱 확장할 예정이다. 특히, 40대 임신·출산 증가에 대응해 ‘부산 40+ 산모 행복 패키지 지원사업’을 새롭게 추진한다.
이준승 부산시 행정부시장은 “이번 종합계획과 신규사업 발굴을 통해 끼인세대의 정책 소외를 해소하고 경제 활력의 토대를 다져 나가겠다”며 “끼인세대가 키세대로 성장해 ‘다함께 행복한 부산’을 만들어갈 것”이라고 말했다.

The city of Busan announced on the 14th that it has established and will implement the “1st Comprehensive Support Plan for the Sandwich Generation in Busan Metropolitan City (2025–2028)” to systematically support the “sandwich generation,” defined as those aged between 35 and under 55.
This plan, which requires an estimated budget of around KRW 91.8 billion, is based on the nation’s first “Ordinance on Supporting the Sandwich Generation in Busan Metropolitan City.” As a statutory plan, it is to be drafted every four years.
Under the slogan “From the Sandwich Generation to the Key Generation,” the city aims to fill policy blind spots and invigorate social integration and the local economy through tailored support across the life cycle. The vision is set as “Busan where everyone is happy through lifecycle support.”
The comprehensive plan consists of 32 specific projects in six fields: employment, capacity development and education, housing stability and finance, culture and leisure, childbirth and parenting, and preparation for retirement and health.
In the field of employment, the city will promote six projects including the expansion of the “4050 Job Promotion Support Project,” support for career transitions, digital technology utilization, and customized job creation.
For capacity development and education, four projects will be implemented to offer lifelong education and strengthen vocational competencies, such as the “Workforce Skills Enhancement Program” for workers.
In housing stability and finance, five projects—including the “Hope Double Savings Account Support Project for Closed Business Owners”—will improve access to housing and financial assistance.
Within the field of culture and leisure, seven projects, including the pilot “Busan-Style Children’s Fast Track” project, will facilitate family-centered cultural and leisure activities.
In childbirth and parenting, six projects such as “Expansion of Family-Friendly Certified Companies” will help create a parent- and child-friendly environment.
For retirement preparation and health, four projects like the “Asset Management Education Program for Retirement Preparation” will support healthy aging and strengthen asset management ability.
In 2026, Busan plans to introduce three additional projects, notably the new “Busan 40+ Happy Package Support Project for Expectant Mothers,” in response to increasing pregnancies and births among women in their 40s.
Lee Jun-seung, Deputy Mayor of Busan, stated, “Through this comprehensive plan and the discovery of new projects, we will address policy blind spots for the sandwich generation and lay a foundation for economic vitality” and added, “We hope the sandwich generation grows into the ‘key generation’ and realizes a ‘happy Busan for all.’”
