이번 축제는 2021년 지역 주민들이 덕곡천의 200그루 가로수에 손뜨개옷을 입히며 시작된 작은 캠페인에서 출발했다. 이후 4년 만에 영덕군 내 약 100여 개 기관·단체·학교·마을·동호회가 직접 참여하는 대규모 업사이클링 전시와 공연, 체험이 어우러진 통합형 친환경 축제로 성장했다.
올해 페스타는 △영덕펀박스레이스 △업사이클링 퍼블릭 △업사이클링 초이스 △업사이클링 퍼포먼스 △업사이클링 놀이터 등 다채로운 프로그램으로 구성된다.
‘업사이클링아트 퍼블릭’에서는 지역 기관·단체·학교 등이 제작한 50여 점의 작품이 덕곡천 일대에 전시된다. ‘업사이클링 초이스’ 전시는 전문 아티스트들이 참여해 ‘자연·회복·희망’을 주제로 올 초 대형산불로 상처 입은 영덕의 산야와 주민들에게 위로의 메시지를 전한다. 해당 전시는 영덕읍 청품고 2층에서 만날 수 있다.
공연 프로그램인 ‘업사이클링아트 퍼포먼스’에서는 서커스, 거리공연, 업사이클링 악기 연주 등 다채로운 환경예술이 펼쳐진다. 특히 올해 영국 에든버러 페스티벌 무대에 오른 크리에이티브아트의 ‘업사이클링 첼로’ 공연과, 남극 펭귄 캐릭터가 쓰레기를 줍는 퍼포먼스가 관객의 눈길을 사로잡을 예정이다.
어린이와 가족 단위 관람객을 위한 ‘업사이클링아트 놀이터’에서는 지난해 제작한 나무동물 작품을 재색칠하는 체험과 나무 탈거리, 놀이 프로그램이 준비된다.
축제의 메인 이벤트인 ‘영덕펀박스레이스’는 ‘다운힐(자동차)’과 ‘에어(비행기)’ 두 부문으로 진행된다. 이전까지는 참가자가 직접 만든 차량에 탑승해 경주했으나, 올해는 사람이 타지 않고 폐자원으로 만든 자동차를 굴리거나 비행기를 던지는 방식으로 변경됐다. 참가 접수는 오는 10월 27일(월)까지 영덕문화관광재단 홈페이지(ydct.org)에서 가능하다.
한편 사전 홍보 프로그램으로 ‘싱글벙글 포스터 콘테스트’도 진행 중이다. 참가자는 배부된 포스터를 자유롭게 꾸며 제출하면, 축제 기간 전시 및 인기투표를 통해 시상받게 된다. 포스터는 예주문화예술회관, 영덕읍 청품고, 영덕생활문화센터 등에서 배부 중이며, 접수 마감은 10월 31일(금)이다.
영덕문화관광재단 관계자는 “영덕업사이클링아트페스타는 올해 영덕생활문화주간 ‘우다다다교류회’와 연계해 지역 생활문화의 통합형 축제로 발전했다”며 “규모는 다소 축소됐지만 프로그램 다양화를 통해 참여의 폭을 넓혔다. 많은 군민과 방문객의 관심과 참여를 바란다”고 말했다.

This year's festival features a variety of programs, including the Yeongdeok Fun Box Race, Upcycling Public, Upcycling Choice, Upcycling Performance, and Upcycling Playground.
"Upcycling Art Public" will feature approximately 50 works of art created by local organizations, groups, and schools along the Deokgokcheon Stream. The "Upcycling Choice" exhibition, featuring professional artists, will explore the themes of "Nature, Recovery, and Hope" and offer a message of comfort to the residents and the mountains of Yeongdeok, devastated by the massive wildfires earlier this year. The exhibition will be held on the second floor of Cheongpum High School in Yeongdeok-eup.
The "Upcycling Art Performance" performance program will feature a diverse range of environmental art, including circus performances, street performances, and upcycled instrument performances. Particularly noteworthy are the "Upcycling Cello" performance by Creative Art, which performed at this year's Edinburgh Festival, and the performance of Antarctic penguin characters collecting trash.
The "Upcycling Art Playground," designed for children and families, will offer activities such as repainting wooden animal sculptures created last year, wooden rides, and play.
The festival's main event, the "Yeongdeok Funbox Race," will feature two categories: "Downhill (Car)" and "Air (Airplane). Previously, participants raced in vehicles they built themselves, but this year, participants will roll cars made from recycled materials or throw airplanes. Applications are open until Monday, October 27th, on the Yeongdeok Culture and Tourism Foundation website (ydct.org).
Meanwhile, the "Single Bingle Poster Contest" is being held as a pre-event promotional program. Participants can freely decorate and submit posters distributed to them, which will be displayed during the festival and awarded based on a popularity vote. Posters are currently being distributed at the Yeju Cultural Arts Center, Yeongdeok-eup Cheongpum High School, and Yeongdeok Living Culture Center. The deadline for applications is Friday, October 31st.
An official from the Yeongdeok Culture and Tourism Foundation stated, "This year, the Yeongdeok Upcycling Art Festa has developed into an integrated festival of local lifestyle culture in conjunction with the Yeongdeok Lifestyle Culture Week's 'Udadada Exchange Meeting.'" They added, "While the scale has been somewhat scaled back, the program has diversified to broaden the scope of participation. We hope for the interest and participation of many residents and visitors."
