【브레이크뉴스 경주】박영재 기자=경북 경주시의 한 아연가공업체에서 유해가스에 의한 질식사고가 발생해 3명이 숨지고 1명이 중태에 빠졌다. 유해가스 농도 측정 등 기본적인 안전조치만 이행했어도 막을 수 있었던 인재라는 지적이 나온다.
26일 경북경찰청 등에 따르면 전날 오전 11시31분쯤 경주시 안강읍 두류공업지역 내 아연가공업체 지하 수조에서 작업자 4명이 질식해 쓰러졌다. 40~50대 남성 3명이 숨졌고, 1명은 인근 병원으로 옮겨졌으나 의식이 없는 상태다.
경찰과 소방당국이 현장을 측정한 결과, 일산화탄소가 검출된 것으로 확인됐다. 경찰은 “일산화탄소를 포함한 각종 유해가스 노출 여부와 안전수칙 이행 여부를 전반적으로 조사하고 있다”며 27일 국립과학수사연구원, 소방당국, 고용노동부, 한국가스공사 등과 함께 합동감식을 실시할 예정이다.
밀폐공간 내 질식사고는 해마다 반복되고 있다. 고용노동부가 국회에 제출한 자료에 따르면 올해 들어서만 9건의 사고가 발생해 6명이 숨졌다. 특히 2021년 1월부터 올해 8월까지 발생한 밀폐공간 질식 사망사고 14건 중 12건(85.7%)이 작업 전 산소·유해가스 농도를 측정하지 않아 발생한 것으로 집계됐다.
김영훈 고용노동부 장관은 사고 현장을 찾아 중앙산업재해수습본부를 구성하고, 해당 사업장에 대한 특별감독과 중대재해처벌법 위반 여부 수사를 지시했다. 그는 “중대재해 사건에 대해 무관용 원칙으로 철저히 수사하겠다”며 “가용한 산업안전 행정력을 총동원해 재발 방지에 나서겠다”고 밝혔다.
더불어민주당 경북도당도 이날 논평을 내고 “밀폐공간 내 기초적인 안전조치 미이행으로 발생한 명백한 인재”라며 “사고 경위와 책임을 철저히 규명해야 한다”고 밝혔다. 이어 “경북은 제조·건설·폐기물 처리 등 고위험 산업시설이 밀집한 만큼 지방정부와 협력해 예방체계를 강화하고 제도적 보완방안을 마련하겠다”고 강조했다.
경북도당은 “노동자의 생명과 안전은 그 어떤 이유로도 타협될 수 없다”며 “경북의 모든 일터가 안전한 일터로 거듭날 수 있도록 끝까지 책임 있는 자세로 임하겠다”고 덧붙였다.

A toxic gas asphyxiation accident occurred at a zinc processing plant in Gyeongju, North Gyeongsang Province, resulting in three deaths and one in critical condition. According to the Gyeongbuk Provincial Police Agency and other sources, at approximately 11:31 a.m. the previous day, four workers suffocated and collapsed in an underground water tank at a zinc processing plant in the Duryu Industrial Complex in Angang-eup, Gyeongju. Three men in their 40s and 50s died, and one was taken to a nearby hospital but remains unconscious.
Police and fire authorities conducted on-site inspections and confirmed the presence of carbon monoxide. Police stated, "We are comprehensively investigating exposure to various hazardous gases, including carbon monoxide, and whether safety rules were followed," and plan to conduct a joint investigation on the 27th with the National Forensic Service, fire authorities, the Ministry of Employment and Labor, and the Korea Gas Corporation.
Asphyxiation accidents in confined spaces are a recurring phenomenon. According to data submitted to the National Assembly by the Ministry of Employment and Labor, nine accidents occurred this year alone, resulting in six deaths. Notably, 12 of the 14 confined space asphyxiation deaths that occurred between January 2021 and August of this year (85.7%) were attributed to failure to measure oxygen and hazardous gas concentrations before work.
Minister of Employment and Labor Kim Young-hoon visited the accident site and ordered the establishment of the Central Industrial Accident Response Headquarters, which will conduct special inspections of the affected workplace and investigate violations of the Serious Accident Punishment Act. He stated, "We will thoroughly investigate serious accidents with a zero-tolerance policy," and "We will mobilize all available industrial safety administrative resources to prevent recurrence."
The Gyeongbuk Provincial Chapter of the Democratic Party of Korea also released a statement that day, stating, "This is a clear case of human error resulting from a failure to implement basic safety measures in a confined space." They added, "The circumstances of the accident and the responsibilities must be thoroughly investigated." They continued, "Gyeongbuk is home to a high concentration of high-risk industrial facilities, including manufacturing, construction, and waste disposal facilities. We will cooperate with local governments to strengthen the prevention system and develop institutional supplementary measures."
The Gyeongbuk Provincial Chapter added, "The lives and safety of workers cannot be compromised for any reason. We will remain fully responsible and ensure that all workplaces in Gyeongbuk become safe."
