이번 개정으로 창조경제혁신센터의 명칭이 처음으로 법에 명문화됐고, 센터 운영을 둘러싼 지원 불확실성도 크게 줄어들 것으로 기대된다.
2015년 출범한 창조경제혁신센터는 전국 17곳에서 운영 중이며, 각 지역의 특화 산업 육성은 물론 창업 지원에도 힘써왔다. 지난해 말 기준 센터가 지원한 누적 스타트업 수는 2만7천여 개, 창출된 일자리는 3만9천여 개에 이른다. 센터가 지역 창업 생태계의 핵심 역할을 해왔다는 평가가 이어지는 배경이다.
센터가 처음 도입됐을 때와 비교해 지원 기업 수는 2배 이상 증가했고, 투자 유치 규모도 크게 늘어났다. 단순한 창업 보육 기관을 넘어 투자, 사업화, 글로벌 진출까지 두루 지원하는 창업 플랫폼으로 성장했다는 분석이다.
그러나 최근 몇 년간 센터 운영은 예산 축소와 대기업 파트너사 기부금 감소 등으로 어려움을 겪었다. 센터 예산은 출범 직후 472억 원에서 435억 원으로 줄었고, 이후로도 300억 원대에서 제자리걸음을 했다. 대기업 기부금은 2015년 327억 원에서 올해 23억 원 수준까지 급감했다.
이 같은 지원 감소에는 정권 교체에 따른 정책 변동과, 대기업 지원이 청탁금지법에 저촉될 수 있다는 우려가 작용한 것으로 풀이된다.
우 의원은 법안에 대기업의 센터 지원이 부정청탁행위에 해당하지 않는다는 예외 조항을 담으려 했으나, 최종안에는 이 내용이 반영되지 않았다. 다만 권익위원회가 '법령에 따른 정상적 지원은 청탁금지법 위반이 아니다'라는 공식 유권해석을 내놓으면서, 관련 우려는 사실상 사라진 분위기다.
박대희 창조경제혁신센터 협의회장은 "이번 법 개정으로 센터가 명확히 지역창업전담기관으로 자리매김하게 됐다"며, "지금까지 쌓아온 협력 기반을 바탕으로 앞으로도 지역 기술창업과 스타트업을 적극 지원하겠다"고 말했다.
우재준 의원은 "수도권 집중과 지방 소멸 위기 속에서 지역 창업 여건이 여전히 열악하다"며 "17개 센터의 안정적 운영을 위해 법안을 추진했다"고 설명했다.
그는 이어 "파트너 대기업들이 지역 일자리 창출과 후배 창업가 지원에 다시 적극 나서주길 기대한다" "며 앞으로도 지역 창업 생태계 활성화를 위한 노력을 멈추지 않겠다"고 밝혔다.

He added, "Building on the cooperative foundation we've built thus far, we will continue to actively support regional technology startups and startups."
Representative Woo Jae-joon explained, "Amidst the concentration of businesses in the metropolitan area and the threat of regional extinction, the conditions for regional startups remain poor.
