정윤경 경기도의회 부의장, 지방의회 우수조례 최우수상 수상

경기도의회 정윤경 부의장(더불어민주당·군포1)이 지난 12월 14일 국회 의원회관에서 열린 ‘2025 지방정부 우수정책·지방의회 우수조례 경진대회 시상식’에서 지방의회 우수조례 부문 최우수상을 수상했다.

이번 경진대회는 더불어민주당 참좋은지방정부위원회가 주관해 지방정부와 지방의회의 정책 성과를 공유하고, 주민 체감형 지방자치 확산을 목적으로 마련됐다. 올해는 기후위기 대응, 기본사회 구현, 인구 감소 대응 등 주요 정책 분야를 중심으로 우수정책 23건과 우수조례 103건이 선정됐다.

정윤경 부의장은 농어업 재해 발생 시 법적 요건 미충족 등의 사유로 지원 대상에서 제외되던 농가의 제도적 공백을 해소하기 위해 대표 발의한 ‘경기도 농어업재해 복구비 등 지원 조례안’으로 높은 평가를 받았다. 해당 조례는 재해 피해 농가에 대한 지원 기준을 보완하고, 실질적인 복구 지원이 가능하도록 제도적 근거를 마련했다는 점에서 정책 효과성을 인정받았다.

정윤경 부의장은 수상 소감에서 “폭설 피해를 입고도 지원 대상에서 제외돼 막막해하던 농민들의 모습이 아직도 기억에 남는다”며 “현장에서 확인한 문제를 제도로 보완하고자 했던 노력이 의미 있는 결과로 이어져 뜻깊다”고 말했다. 이어 “앞으로도 현장의 목소리를 바탕으로 실질적인 도움이 되는 정책을 만들어 도민의 삶을 개선하는 데 집중하겠다”고 밝혔다.

한편 정윤경 부의장은 그동안 농업·복지·안전 등 생활과 밀접한 분야에서 다수의 조례를 발의·개정하며 현안 해결 중심의 의정활동을 이어왔다는 평가를 받고 있다. 이번 수상은 정책 기획력과 실행력을 다시 한번 입증한 사례로, 향후 행보에 대한 지역사회의 관심도 높아지고 있다.

Gyeonggi Provincial Council Vice-Chairperson Jeong Yoon-kyung Wins Grand Prize for Outstanding Local Council Ordinance

Gyeonggi Provincial Council Vice-Chairperson Jeong Yoon-kyung (Democratic Party of Korea, Gunpo 1) won the Grand Prize in the Outstanding Local Council Ordinance category at the "2025 Local Government Outstanding Policy and Local Council Outstanding Ordinance Competition Awards Ceremony" held at the National Assembly Members' Hall on December 14th.

This competition, hosted by the Democratic Party of Korea's Very Good Local Government Committee, aims to share policy achievements of local governments and local councils and promote resident-centered local autonomy. The ordinance was recognized for its policy effectiveness, as it improved the support criteria for disaster-stricken farms and established an institutional foundation for practical recovery support.

In her acceptance speech, Vice Speaker Jeong Yoon-kyung said, "I still remember the despair of farmers who were excluded from support despite suffering heavy snow damage. It is meaningful that our efforts to address issues identified on the ground through institutional solutions have led to meaningful results." She added, "I will continue to focus on improving the lives of residents by developing policies that provide practical assistance based on the voices of the field."

Meanwhile, Vice Speaker Jeong Yoon-kyung is recognized for her legislative activities focused on addressing pressing issues, proposing and revising numerous ordinances in areas closely related to daily life, such as agriculture, welfare, and safety.
