경기도의회 여성가족평생교육위원회 문형근 위원장(더불어민주당, 안양3)이 지난 12월 11일 경기도의회 중회의실에서 열린 ‘우리는 준비됐는가: 자립준비청년 미래를 묻다’ 정책토론회에 참석해 자립준비청년 지원은 개인의 노력에 맡길 문제가 아니라 사회와 제도가 함께 책임져야 할 과제라고 강조했다.
문 위원장은 축사를 통해 “이번 토론회의 질문인 ‘우리는 준비됐는가’는 청년들에게 준비를 요구하는 것이 아니라, 사회와 제도가 과연 준비돼 있는지를 되묻는 질문”이라며 “자립은 혼자 감당하는 과정이 아니다”라고 말했다.
이어 “정서적 안전망과 신뢰할 수 있는 관계, 안정적인 주거 환경, 실패하더라도 다시 일어설 수 있도록 지지해 주는 체계가 함께 갖춰질 때 비로소 자립이 가능하다”며 “자립준비청년 정책은 단편적 지원을 넘어 삶 전반을 뒷받침하는 구조로 설계돼야 한다”고 밝혔다.
문 위원장은 또 “여성가족평생교육위원회는 자립준비청년의 현실을 외면하지 않겠다”며 “오늘 논의된 현장의 목소리와 정책 제안이 실제 제도 개선으로 이어질 수 있도록 의회 차원에서 역할을 다하겠다”고 말했다.
아울러 현장에서 자립준비청년을 지원하고 있는 종사자와 연구자, 민간단체 관계자들에게 감사의 뜻을 전하며 “경기도의회가 자립준비청년 한 사람 한 사람이 ‘혼자가 아닌 삶’으로 나아갈 수 있도록 든든한 동반자가 되겠다”고 덧붙였다.
한편 이번 토론회는 ‘2025 경기도·경기도의회 정책토론 대축제’의 일환으로 열렸으며, 경기도의회 이인애 의원(국민의힘, 고양2)이 좌장을 맡아 진행했다. 토론회에는 도의회 의장과 경기도지사, 도의원들의 축하 메시지가 전달됐고, 전문가와 현장 종사자들이 참석해 보호 종료 이후 자립을 준비하는 청년들의 현실과 경기도 차원의 정책 대응 방향을 논의했다.

Moon Hyung-geun (Democratic Party of Korea, Anyang 3), Chairperson of the Gyeonggi Provincial Council's Women, Family, and Lifelong Education Committee, attended the policy debate, "Are We Ready?: Asking the Future of Youth Preparing for Self-Reliance," held in the Gyeonggi Provincial Council's Central Conference Room on December 11. He emphasized that supporting youth preparing for self-reliance is not a matter left to individual effort, but rather a task for which society and institutions must share responsibility.
In his congratulatory remarks, Chairperson Moon stated, "The question posed at this debate, 'Are We Ready?', is not about demanding that young people prepare, but rather about whether society and institutions are truly prepared. Self-reliance is not a process that can be undertaken alone." He continued, "Self-reliance is only possible when an emotional safety net, trustworthy relationships, a stable living environment, and a support system are in place to help young people get back on their feet even after failure." He added, "Policies for young people preparing for independence must be designed to support their entire lives, not just provide piecemeal support."
Chairwoman Moon also stated, "The Women, Family, and Lifelong Education Committee will not ignore the realities of young people preparing for independence. We will do our part at the council level to ensure that the voices and policy proposals discussed today lead to actual systemic improvements."
She also expressed gratitude to the practitioners, researchers, and civic group members who are supporting young people preparing for independence on the ground, adding, "The Gyeonggi Provincial Council will be a strong partner so that each and every young person preparing for independence can move forward toward a life 'not alone.'"
