일본이 군국주의 국가가 되면 어떤 일이 벌어질까? 또한 핵(核) 보유국이 되면 어떤 길을 갈까? 답은 과거에 있다. 과거를 보면 미래를 알 수 있다. 일본은 섬 나라다. 과거 역사에서 섬 나라인 영국과 일본은 해외 식민지를 위한 팽창주의 전략으로 전쟁을 일으켰다. 일본의 핵심 목표는 대륙이었다. 임진왜란이 명나라 침공을 위한 전쟁이었고, 구한말 한국을 침략해 식민지를 건설한 것도 대륙 침공을 노린 교두보 확보를 위한 것이었다.
그런 침략의 역사를 지닌 일본이 최근 도발적 행위로 이웃국가들을 위협하고 역내 평화를 해치고 있다. 다카이치 사나에(高市早苗) 총리가 '대만 유사시 군사 개입' 발언으로 중일 관계를 흔들더니 급기야 총리실 간부가 핵 무장론을 제기했다. 전쟁하는 나라, 핵 무기를 보유한 나라를 만들겠다는 일본 군국주의자들의 야심이 노골화하고 있다.
지난 12월19일 일본 언론 보도에 따르면, 총리실의 안보 정책 담당 간부는 하루 전 기자들을 만나 개인의 의견임을 전제로 "나는 일본이 핵을 보유해야 한다고 생각한다"고 말했다. 이 간부는 일본의 핵무장이 필요한 이유로 중국의 핵전력 증강, 러시아의 핵 위협, 북한의 핵 개발 등 일본을 둘러싼 안보 환경이 더욱 엄중해지고 있다는 점과 미국의 핵 억지에 대한 의구심을 언급했다.
일본 총리실 간부의 핵 무장 발언은 매우 위험하다. 다카이치 총리의 '대만 유사시 집단 자위권 행사' 발언에 이어 나온 것이어서 충격이 더욱 크다. 일본을 군국주의의 나라로 다시 만들겠다는 극우 세력의 움직임이 발 빠르다.
피폭 국가인 일본에서 금기 사항인 핵 무장론을 정부 고위 관료가 제기하고 개인 의견이라고 말하는 것은 어떤 의미일까? 다카이치 총리의 본심이 드러난 것으로 보는 것이 타당할 것이다. 중국과 북한의 핵 능력에 대한 공포감을 유발해 보수 지지층을 결집하고 군국주의의 길을 열겠다는 속셈이 읽혀진다. 미일 동맹과 확장억제(핵 우산)만으로 일본의 안보를 지켜낼 수 없다는 논리를 내세워 국민을 선동하는 것이다.

일본이 자체 핵 무장을 하거나 핵을 반입하는 것은 동북아시아의 안보 환경을 악화시키는 결과로 이어진다. 또한 중국과 한국, 북한 등 주변 국가들의 강력한 반발을 초래할 것이다. 전범국가인 일본이 과거에 대한 반성도 없이 이웃 국가들과 군사적 충돌을 하고 핵 경쟁을 하겠다는 것은 스스로 무덤을 파는 행위와 다름이 없다. 불과 1세기도 안된 시기에 일본 군국주의자들은 한국과 중국, 동남아 등지에서 대량학살의 만행을 저질렀다. 아베신조(安培晋三) 전 총리의 외조부 기시 노부스케(岸 信介) 등 대다수 전범들은 처벌을 피해 일본 정관계의 주류가 되었다. 철저한 처벌이 이뤄진 독일과 다르다.
주변국을 침략했던 일본이 군사적 위협 운운하는 것은 집단적 피해망상이라고 할 수 밖에 없다. 역사를 잊은 민족에게 희망은 없다. 일본 극우 군국주의자들의 망동에 단호히 대응해야 한다.

What would happen if Japan became a militaristic nation? And what path would it take if it became a nuclear power? The answer lies in the past. Looking to the past reveals the future. Japan is an island nation. Historically, Britain and Japan, both island nations, waged wars as expansionist strategies for overseas colonies. Japan's primary objective was the continent. The Imjin War was a war aimed at invading the Ming Dynasty, and the invasion and colonization of Korea in the late Joseon Dynasty was also aimed at securing a bridgehead for a continental invasion.
Japan, with its history of aggression, has recently been threatening its neighbors and undermining regional peace with provocative actions. Prime Minister Sanae Takaichi's remarks about "military intervention in the event of a Taiwanese emergency" destabilized Sino-Japanese relations, and now a senior official in the Prime Minister's Office has proposed nuclear armament. The ambitions of Japan's militarists, who seek to create a war-torn nation and possess nuclear weapons, are becoming increasingly overt.
According to Japanese media reports on December 19th, a senior official in charge of security policy in the Prime Minister's Office met with reporters the day before and stated, "I believe Japan should possess nuclear weapons," stating that this was his personal opinion. The official cited the increasingly severe security environment surrounding Japan, including China's nuclear arsenal buildup, Russia's nuclear threat, and North Korea's nuclear development, as reasons for Japan's nuclear armament, as well as doubts about the US's nuclear deterrence.
The remarks by a senior official in the Prime Minister's Office are extremely dangerous. The fact that they followed Prime Minister Takaichi's remarks about "exercising the right to collective self-defense in the event of a Taiwanese emergency makes them even more shocking. Far-right forces are moving swiftly to transform Japan into a militaristic nation.
In Japan, a nation that suffered atomic bombings, what does it mean for a high-ranking government official to raise the taboo topic of nuclear armament and claim it as his personal opinion? It would be reasonable to view this as a revelation of Prime Minister Takaichi's true intentions. His ulterior motive seems to be to incite fear of China and North Korea's nuclear capabilities, thereby rallying conservative supporters and paving the way for militarism. He is attempting to incite the public by asserting that the US-Japan alliance and extended deterrence (nuclear umbrella) alone cannot secure Japan's security.
Japan's own nuclear armament or introduction of nuclear weapons would deteriorate the security environment in Northeast Asia. It would also provoke a strong backlash from neighboring countries such as China, South Korea, and North Korea. For Japan, a war criminal nation, to engage in military conflict and nuclear competition with its neighbors without repentance for its past is tantamount to digging its own grave. In less than a century, Japanese militarists committed mass atrocities in Korea, China, Southeast Asia, and elsewhere. Most war criminals, including former Prime Minister Shinzo Abe's maternal grandfather Nobusuke Kishi, escaped punishment and became mainstream figures in Japanese politics. This contrasts with Germany, where thorough punishment was implemented.
For Japan, which invaded its neighbors, to talk about a military threat is nothing short of a collective delusion of persecution. There is no hope for a nation that forgets its history. We must respond decisively to the reckless actions of Japan's far-right militarists.
