포항시는 지난 25일 제37차 에너지위원회 심의를 통과하며 분산에너지 특화지역으로 확정됐다. 지난 5월 실무위원회 평가를 거쳐 최종 후보지로 선정됐으나, 지난달 에너지위원회에서 한 차례 지정이 보류되는 난관을 겪었다. 이후 포항시는 사업 모델을 보완해 재제출하는 등 적극적인 행정을 이어간 끝에 최종 지정이라는 성과를 거뒀다.
이번에 지정된 포항 분산에너지 특화지역의 핵심은 ‘그린 암모니아 기반 무탄소 분산에너지 실증사업’이다. 포항시 흥해읍 영일만 일반산업단지 일원(약 444만㎡)을 중심으로 그린 암모니아를 활용한 수소엔진 발전 설비를 구축하고, 이를 통해 생산한 무탄소 전력을 이차전지 관련 기업 등 지역 수요기업에 직접 공급하는 구조다. 공급 규모는 약 40MW급으로 계획돼 있다.
사업 추진은 GS건설, 아모지, HD현대인프라코어가 참여하는 컨소시엄이 맡는다. 이들은 그린 암모니아 기반 수소엔진 발전이라는 세계적으로도 초기 단계에 있는 기술을 실증하고, 분산전원의 상용화 가능성을 검증하는 역할을 수행하게 된다.
포항시가 제시한 모델은 단순한 발전 설비 구축을 넘어, 친환경 산업 인프라 조성과 에너지 공급 구조 개편을 동시에 겨냥하고 있다는 점에서 주목된다. 특히 이번 특화지역 지정은 2030 국가 온실가스 감축목표(NDC) 달성은 물론, 2026년부터 본격 시행 예정인 유럽연합(EU)의 탄소국경조정제도(CBAM)에 대응하는 전략적 의미도 갖는다.
무탄소 전력을 기반으로 제품을 생산할 경우, 지역 수출기업들은 탄소배출 부담을 줄이고 글로벌 시장에서의 가격 경쟁력을 확보할 수 있다. 포항시는 이번 사업이 철강·이차전지 등 수출 의존도가 높은 지역 산업 구조에 실질적인 도움이 될 것으로 기대하고 있다.
이번 성과의 배경에는 포항시의 선제적 준비도 있었다. 시는 지난해 3월부터 분산에너지 특화지역 계획 수립을 위한 연구용역을 추진하며, 경상북도와 지역 국회의원, 중앙부처와의 협력을 통해 수차례 전략 회의와 전문가 자문을 이어왔다. 사업 초기 단계부터 실현 가능성과 정책 연계성을 함께 고민한 점이 최종 지정으로 이어졌다는 평가다.
이강덕 포항시장은 “이번 분산에너지 특화지역 지정은 포항이 탄소중립을 선도하는 친환경 산업도시로 도약하는 중요한 전환점”이라며 “그린 암모니아 기반 무탄소 전력 실증을 통해 지역 수출기업들이 강화되는 탄소 규제에 선제적으로 대응할 수 있는 기반을 마련하겠다”고 밝혔다.
포항시는 앞으로 경상북도와 분산에너지 사업자, 산업단지 입주기업 등이 참여하는 ‘해오름동맹 포항 무탄소 에너지 협의체’를 중심으로 특화지역 운영에 나설 계획이다. 중장기 로드맵 수립과 함께 관련 조례 제정, 규제 특구 지정 등 행정적 절차도 병행해 지속 가능한 에너지 생태계 구축에 속도를 낸다는 방침이다.
이철우 경북도지사 역시 “이번 특화지역 선정은 경상북도가 탄소중립 시대를 선도하는 지자체로 도약하는 계기”라며 “세계 최초로 시도되는 그린 암모니아 기반 무탄소 전력 실증을 통해 지역 수출기업의 글로벌 경쟁력을 높이는 발판으로 삼겠다”고 강조했다.

The project will focus on building a hydrogen engine power generation facility utilizing green ammonia in the Yeongil Bay General Industrial Complex (approximately 4.44 million square meters) in Heunghae-eup, Pohang City. The carbon-free electricity produced will be supplied directly to local demanders, including secondary battery companies. The project is planned to generate approximately 40MW.
A consortium comprising GS E&C, Amoji, and HD Hyundai Infracore will be responsible for implementing the project. They will demonstrate the technology of green ammonia-based hydrogen engine power generation, a technology still in its infancy globally, and verify the commercial viability of distributed power generation.
The model proposed by Pohang City is noteworthy for going beyond simple power generation facilities to simultaneously build eco-friendly industrial infrastructure and restructure the energy supply structure. In particular, this special zone designation holds strategic significance not only in achieving the 2030 Nationally Determined Contributions (NDCs) but also in responding to the European Union's Carbon Border Adjustment (CBAM) scheme, which is scheduled to be fully implemented in 2026.
By producing products based on carbon-free electricity, local export companies can reduce their carbon emissions and secure price competitiveness in the global market. Pohang City expects this project to provide substantial support to the local industry, which is heavily dependent on exports such as steel and secondary batteries.
This achievement was also supported by proactive preparations by Pohang City. Since March of last year, the city has been conducting research to establish a plan for a distributed energy specialized zone. Through collaboration with North Gyeongsang Province, local National Assembly members, and central government agencies, the city has held numerous strategic meetings and received expert advice. The city's early consideration of feasibility and policy alignment is believed to have led to the final designation.
Mayor Lee Kang-deok of Pohang stated, "This designation as a distributed energy specialized zone marks a significant turning point for Pohang as an eco-friendly industrial city leading the way in carbon neutrality. By demonstrating carbon-free electricity based on green ammonia, we will establish a foundation for local export companies to proactively respond to strengthening carbon regulations."
Pohang City plans to operate a specialized zone centered around the "Haeoreum Alliance Pohang Carbon-Free Energy Council," which includes Gyeongsangbuk-do Province, distributed energy providers, and industrial complex companies. The city plans to accelerate the establishment of a sustainable energy ecosystem by establishing a mid- to long-term roadmap and implementing administrative procedures such as enacting relevant ordinances and designating regulatory special zones.
Governor Lee Cheol-woo of Gyeongsangbuk-do Province also emphasized, "This designation as a specialized zone is a stepping stone for Gyeongsangbuk-do to become a leading local government in the carbon-neutral era. We will use this world-first demonstration of carbon-free electricity based on green ammonia as a springboard to enhance the global competitiveness of local export companies."
