[브레이크뉴스=황민성 기자] 함안군은 올해 1인 수의계약총량제의 한도 기준을 일부 조정해 시행한다고 12일 밝혔다.
수의계약총량제는 특정 업체에 수의계약이 집중되는 것을 방지하고, 더 많은 지역 업체가 관급공사에 참여할 수 있도록 기회를 넓혀 지역 건설 산업을 활성화하기 위해 2024년부터 시행되고 있다.
군은 업계 의견을 수렴하고 최근 2년간의 운영 결과를 검토해 제도를 일부 개선했다.
이에 따라 본청과 직속기관, 사업소는 복수 면허를 보유한 업체에 한해 수의계약 한도금액을 5,000만 원 상향했다.
본청은 최대 2억 5,000만 원, 직속기관과 사업소는 최대 1억 5,000만 원까지 계약할 수 있다.
읍면은 지난해와 같이 계약 건수를 3회로 제한하되, 1건당 기준 금액을 상향해 운영한다.
지희선 세무회계과 과장은 "수의계약총량제가 일부에서는 신용도와 기술력이 높은 업체의 경쟁 기회를 제한하고, 계약을 나누는 방식으로 운영될 수 있다는 우려가 제기되고 있다"고 설명했다.
다만 “공공 계약의 공정성과 투명성을 확보하고, 더 많은 업체에 참여 기회를 제공하는 공익적 효과가 더 크다고 판단했다”며 “앞으로도 신용도와 기술력이 우수한 업체가 불이익을 받지 않도록 지속적으로 살펴보겠다”고 말했다.
