양주시가 새로운 인생 2막을 꿈꾸는 귀농인들의 안정적인 정착을 돕기 위해 파격적인 금융 지원에 나선다.
시는 신규 농업 인력을 육성하고 농촌 경제에 활력을 불어넣고자 오는 1월 30일까지 ‘2026년 상반기 귀농 농업 창업 및 주택 구입 지원사업’ 대상자를 모집한다고 밝혔다.
이번 사업은 초기 자본이 부족한 귀농인들을 위해 정부 예산으로 대출 금리 차이를 보전해주는 이차보전 사업이다. 선정된 대상자는 시중 금리보다 현저히 낮은 연 2.0%의 저금리로 자금을 대출받을 수 있으며, 5년 거치 10년 원금균등분할상환 조건으로 상환 부담 또한 최소화했다.
지원 분야는 크게 농업 창업과 주택 구입 두 가지다. 농업 창업 자금은 세대당 최대 3억 원까지 지원되어 농지 구입, 축사 신축, 농기계 구매 등에 사용할 수 있다. 주택 구입 자금은 세대당 7,500만 원 한도로 주택의 구입이나 신축, 증·개축 비용으로 활용 가능하다.
신청 자격은 만 18세부터 65세 이하의 연령층으로, 농촌 외 지역에서 1년 이상 거주하다 양주시 농촌 지역으로 전입한 지 6년 이내인 ‘귀농인’이나 영농 경험이 없는 ‘재촌비농업인’, 그리고 당해 연도 내 전입 예정인 ‘귀농희망자’ 등이 신청할 수 있다.
이송주 농업기술센터 소장은 “농업은 초기 진입 장벽이 높은 만큼 실질적인 금융 지원이 무엇보다 중요하다”며 “이번 지원사업이 초기 자금 마련에 어려움을 겪는 예비 농업인들에게 든든한 버팀목이 되길 기대한다”고 전했다.
