포항도시철도추진위원회(위원장 장두대)는 14일 포항 꿈트리센터 강당에서 ‘1·14 시민대토론회’를 열고, 인구 감소와 원도심 공동화로 침체된 포항의 도시 구조 문제를 해결하기 위한 도시철도 신설과 광역철도 도심 직결 방안을 시민들과 함께 논의했다고 밝혔다.
이날 토론회에는 약 1천 명에 가까운 시민이 참석해 강당을 가득 메웠으며, 이는 포항 도시철도와 대경선 연장에 대한 시민들의 높은 관심과 열망을 보여주는 장면이었다. 현장에는 김재원 국민의힘 최고위원과 최경환 전 경제부총리가 직접 참석해 축사를 전했으며, 이철우 경북도지사와 손병석 전 국토교통부 차관, 대경선 연선 지역 국회의원인 김석기(경주)·이만희(영천·청도) 의원은 영상 축사를 통해 힘을 보탰다. 김병욱·박대기 포항시장 출마예정자도 참석해 토론회 자리를 함께했다.
토론회에서는 포항이 겪고 있는 인구 감소와 원도심 공동화의 구조적 원인에 대한 진단과 함께, 연계철도망 구축이 사실상 유일한 해법이라는 주장이 제기됐다.
국토교통부 중앙도시계획위원회 위원인 김주일 교수는 주제발표를 통해 “포항은 2015년 52만5천 명에서 2025년 48만8천 명으로 약 3만6천 명 이상 인구가 감소했으며, 이는 전국 중소도시 가운데서도 가장 큰 감소폭”이라고 지적했다. 특히 KTX 동해선 개통 이후 도심에 있던 포항역이 외곽으로 이전하면서 유동인구 단절과 생활권 외곽 이동, 원도심 공동화가 가속화됐다고 분석했다.
김 교수는 “고속철도가 전국을 반나절 생활권으로 만든 장점은 있지만, 도심 유입 구조가 없는 철도는 오히려 원도심을 고립시키는 결과를 낳을 수 있다”며 “지역의 강점을 살린 관광·생활 수요를 끌어들이는 종합적인 교통 전략이 필요하다”고 강조했다.
이어 발표에 나선 철도건설 전문가 손재호 동부엔지니어링 부사장은 포항 연계철도망 구축 방안으로 △대경선(동대구~포항) 포항 도심 경유 연장 △광역철도와 연계한 순환형 도시철도 구축 △괴동선 전철화를 통한 단계별 확장 전략을 제시했다. 특히 1단계로 죽도시장–영일대–포항역을 잇는 도시철도 핵심 구간을 우선 구축하고, 2단계로 남부 지역까지 확장하는 단계별 추진 모델을 제안했다.
지역에서 처음으로 구체적인 연계철도망 구축 방안이 제시되면서 시민들의 관심도 집중됐다. 토론회에 참석한 시민들은 “철도가 사라진 뒤 도심이 어떻게 쇠퇴했는지 직접 체감하고 있다”, “이번 제5차 국가철도망 구축계획 반영이 사실상 마지막 기회”라며 지역 정치권과 지방정부의 책임 있는 결단을 촉구했다.
종합토론에서는 경상북도 도시계획위원회 위원인 권기찬 교수가 좌장을 맡았으며, 김재원 영남경제신문 취재국장과 김철승 전 포항MBC 보도국장이 시민 대표 패널로 참여해 원도심 쇠퇴 원인과 도시철도 도입 필요성에 대해 심도 있는 토론을 이어갔다. 시민 질의가 잇따르며 행사 종료 시점까지 열띤 토론과 자유 질의응답이 이어졌다.
장두대 포항도시철도추진위원장은 “이번 토론회는 포항 도시 구조를 근본적으로 바꿀 수 있는 가능성을 확인하는 출발점”이라며 “대경선 연장과 도시철도 도입이 포항 도심을 다시 살리는 핵심 인프라라는 점을 시민 앞에서 확인한 의미 있는 자리였다”고 말했다.

The presentation of a concrete plan for the construction of a regional railway network, the first of its kind, garnered significant public attention. Citizens attending the forum urged local politicians and local governments to make responsible decisions, stating, "We've personally experienced how the city center has declined since the railway disappeared," and "This inclusion in the 5th National Railway Network Construction Plan is effectively the last opportunity."
The general discussion was moderated by Professor Kwon Ki-chan, a member of the Gyeongsangbuk-do Urban Planning Committee.
