주 의원은 오션 돔을 기점으로 북항·영도·원도심을 하나로 잇는 체계적인 순환형 경제벨트를 구축해 경제 활성화의 범위를 확장하겠다는 계획을 구체화했다.
▲원도심 경제 활성화: 오션 돔으로 유입된 막대한 국내외 관광객의 발길이 북항에만 머물지 않고 남포동, 자갈치, 광복동, 영도로 이어지도록 설계한다.

부산의 미래를 견인할 정교한 도시 발전 전략으로 사직과 북항을 각각의 특색에 맞춰 육성하는 방안을 내놓았다.
▲거점별 특화: 이미 국비를 확보해 재건축이 진행 중인 사직야구장은 ‘야구 및 스포츠 메카’로 육성하고, 북항은 ‘글로벌 공연 및 e스포츠 메카’로 특화해 시너지를 창출한다.
▲글로벌 해양수도 도약: 라스베이거스 스피어 같은 세계적 명소 조성은 부산이 글로벌 해양수도로 도약하기 위해 선택이 아닌 필수적인 과제임을 강조했다.
