경기도의회 미래과학협력위원회 김철현 의원(국민의힘, 안양2)은 제389회 임시회에서 ‘경기 청소년 AI 성장 바우처 사업’ 공공기관 위탁 동의안을 심사하며, 현행 구독 지원 중심의 사업 구조 개선 필요성을 제기했다.
김철현 의원은 “이 사업은 단순한 생성형 인공지능(AI) 서비스 이용 지원이 아니라 청소년의 AI 역량 강화를 목표로 하는 정책”이라며 “프롬프트 작성, 정보 검증, 윤리적 활용 등 핵심 역량은 교육을 통해 체계적으로 축적돼야 한다”고 강조했다.
이어 “개별 구독 방식은 교사 지도와 교육과정 연계가 부족해 체험 수준에 그칠 가능성이 크다”며 “교육 효과를 지속적으로 축적할 수 있는 운영 방안 마련이 필요하다”고 지적했다.
예산 편성의 적정성에 대한 문제도 제기됐다. 김 의원은 “사업 대상이 약 1만5,500명 수준임에도 홍보비 비중이 과도한 것은 아닌지 점검이 필요하다”며 “사업 규모에 맞는 합리적인 예산 편성이 이뤄져야 한다”고 밝혔다.
김 의원은 특히 “청소년 AI 핵심인재 양성을 목표로 한다면 교육청과의 협력을 통한 교육 중심 구조로 전환해야 한다”며 “학생 대상 사업의 특성을 반영해 실질적인 학습 효과를 담보할 수 있는 정책 설계가 필요하다”고 강조했다.

He further pointed out, “The individual subscription method is highly likely to remain at the level of an experience due to a lack of teacher guidance and curriculum linkage,” noting, “It is necessary to devise operational plans that can continuously accumulate educational effects.”
Questions regarding the appropriateness of budget allocation were also raised. Representative Kim stated, “It is necessary to examine whether the proportion of promotional expenses is excessive given that the target group for the project is approximately 15,500 people,” adding that “a reasonable budget must be allocated in accordance with the scale of the project.”
