이번 대선은 국회의원을 한 번도 안 해 본 이들의 접전이다. 여론조사 상 상위를 차지해온 이재명 더불어민주당 대통령 후보, 윤석열 국민의힘 대통령 후보, 이 두 후보는 국회의원 생활을 경험해보지 않았다. 중앙(中央)정치의 애송이들이랄 수 있다. 정치 애송이들의 결함은 과연 무엇일까? 통합정치의 결여라고 말할 수 있다. 그래서 자파세력 이외의 그 어떤 세력이나 정치가와의 단일화 또는 공동(公同)정치가 회자되고 있다. 그런 길로 가야만 미래의 국가가 편안해질 것이다.
더불어민주당 노웅래 의원(5선-서울 마포구 갑)은 더불어민주당의 최고 정보통이다. 지난 2021년 6월 더불어민주당의 제9대 민주연구원장에 임명돼 오늘에 이른다. 당 내의의 정보를 챙기는 자리이다. 그는 폴리뉴스 2월11일 자 “대선 막판 최대 관전 포인트는 안철수와의 단일화" 제목의 인터뷰에서 한국 정치의 가야할 한 방향을 제시했다. 그는 ”이재명 후보와 안철수 후보와의 단일화는 의미있는 단일화, 목적 있는 단일화다“라면서 ”안철수와 이재명은 민주당이라는 공통점, 빽도 없고 비주류 정치인이라는 공통점이 있다. 정치 지향점으로 봐도 새로운 정치를 해서 세상을 바꾸려는 것 아닌가. 그것도 이재명 후보와 정치 지향이 비슷하다“라고 말했다.
인터뷰 기사의 제목은 단일화 문제이지만 그 안의 한 내용이 필자의 눈에 고착됐다. ‘통합의 정치’를 언급한 부분이다. 노웅래 민주연구원장은 “문재인 대통령이 경제부총리를 유승민 후보가 하고, 과학부총리는 안철수 후보가 하고, 노동부는 심상정 후보가 했으면 통합을 거의 다 했을 거라 본다. 이제 통합의 정치로 독주하지 않는다는 것을 보여주는 거다”라면서 “그래서 안철수 후보랑 단일화해서 적극적으로 통합의 정부를 구성하는 거다. 다른 목소리, 다른 사람과의 적극적 통합을 통해 정부를 구성하는 게 국민의 명령이다. 공동정부, 통합정부라면 진영을 가리지 않고 능력 있는 사람을 다 쓰겠다는 거다. 독주하지 않는 정치를 원한다면, 어느 당이건 간에 채택해야 한다. 미래진영 반(反)기득권 개혁세력 연대로서 우리 정치지향, 가치가 같기 때문에 안철수 후보와 충분히 같이 할 수 있다고 본다. 야합의 단일화, 권력 나눠먹기는 가능성이 별로 없다고 본다. 이제 정치를 바꿔야 한다.”고 피력했다.
문재인 정부는 자칭 ‘김대중-노무현 정권을 이은 진보정권’이라고 노선을 정의해왔다. 그러나 문재인 대통령 5년 재임기간은 통합의 정치체제라기보다는 진보 쪽으로 매우 치우친 정권이었다. 자기들만이 똘똘뭉친 편향의 정치를 해왔다. 보수가 들어설 틈이 조금도 없었다. 보수인물이 중용되지 않았다. 이런 이념적인 극도의 편향정치 때문에 이번 대통령 선거에서 ‘통합정치(統合政治)’ 이야기나 솔솔 나오고 있다고 본다.
모든 정치인과 그 세력에게는 나 홀로라는 게 없다. 누군가, 또는 어떤 세력에게서 정치를 배우게 된다. 정치인에겐 반드시 정치 선배가 있게 마련이다. 이게 무시되면 정치판은 한마디로 난잡한 개판이 되고 만다. 쿠데타는 이걸 무시한다. 쿠데타를 주도했던 장군 출신인 박정희-전두환 말로가 비참한 이유 여기에 있다.
