<특별기고> 6월 호국보훈의 달의 역사적 의의와 제67회 현충일 추념식 실황
1. 6월 호국보훈의 달의 역사적 의의
6월은 호국보훈의 달로 현충일, 6·25 한국전쟁, 6·10만세운동 기념식을 통해 우리 조국 대한민국이 위기에 처할 때마다 헌신하고 희생한 호국영웅들에 대한 존경과 감사의 마음을 표현하기 위해 우리가 바쁜 생활 속에서 잠시 잊었던 호국과 보훈의 의미에 대해 각자 다시 생각해 보고 기념하고 있다.
호국(護國)이란 글자 그대로 ‘나라를 지킨다’는 뜻으로 다양한 의미를 가지고 있다. 적이 우리 국토를 침범했을 때 전쟁터에 나아가 총과 칼을 들고 싸워 우리 국토를 지키고 평화통일 외교를 하는 것은 물론 국제적인 운동경기와 문화예술과 학술 콘테스트(contest)에서 우승하여 국위를 선양하는 것도, 화재 현장에서 인명을 구하는 것도, 전염병이 창궐하는 상황에서 환자를 치료하는 것도 모두 호국에 해당된다.
더 나아가 순국선열과 호국영웅들의 강건한 나라사랑 정신을 이어받아 어떠한 위기에서도 흔들리지 않고 해방 이후 대한민국이 이룩한 번영과 평화를 지켜내는 것도 호국이다. 그리고 보훈(報勳)의 의미 역시 시대의 흐름에 따라 달라졌다. 보훈이란 국가유공자의 희생과 공헌에 대해 국가가 끝까지 책임지는 것을 넘어 호국영웅에 대해 최고의 존경과 예우를 다하는 동시에, 일상에서도 그분들을 잊지 않고 기억하고 감사하는 것이다.

문재인정부가 제66회 현충일을 맞이하여 호국은 물론 항일독립, 민주화, 이웃돕기에 헌신한 유공자들에게도 국가 보훈정책의 혜택이 돌아가도록 조치해 유가족들의 환호를 받고 있다. 그리고 지난 2021년 8월 15일 제76주년 광복절에 맞춰 봉오동ㆍ청산리 전투를 승리로 이끈 대한 독립군 사령관인 여천(汝千) 홍범도(洪範圖, 1868~1943) 장군의 유해를 서거 78년 만에 카자흐스탄 크즐오르다에서 고국으로 송환하고 8월 18일 국립대전현충원에 안장했다.

2. 윤석열 정부 보훈정책의 핵심
윤석열 정부 보훈정책의 핵심은 사병의 월급과 6.25한국전쟁 참전용사의 명예수당을 대폭 올려 현실화하고, 무공연예수당 · 상이7급 보상금 · 6.25 전몰군경유자녀 수당 · 참전유공자 등 고령 배우자 지원 방안을 새로 마련하는 것이다.

한편 PTSD 진료와 치료 가능 병원 협력 및 연계 추진, 국가유공자 및 공상자 트라우마 센터 설립 추진, 경상이 전공상군경 보훈보상제도 도입, 전공상을 인정받고서도 상이등급 미달로 보훈보상을 받지 못하는 경우 보훈심사 기간을 6개월 이내(2021년 평균 245일)로 단축한다.
그리고 전국적으로 보훈 위탁병원을 대폭 확대하여 국가유공자에 대한 의료 접근성을 높이고 의료비 부담을 개선한다. 또한 보훈가족 분포와 지역균형을 고려하여 신규 보훈병원 건립을 추진하고, 보훈위탁병원을 전국 병/의원급으로 대폭 확대하여 현재 시/군/구별 평균 2개소를 4~5개소 이상으로 확대한다.

3. 제67회 현충일 추념행사
제67회 현충일 추념식은 6월 6일 오전 10시 국립서울현충원에서 윤석열 대통령을 비롯한 국무위원, 국가유공자와 유족, 정부 인사, 각계 대표, 시민 등 5000여 명이 참여하는 가운데 ‘대한민국을 지켜낸 당신의 희생을 기억합니다’라는 주제로 엄수됐다.
