충남교육청, 주민참여예산위원회 위원 위촉

충남교육청이 30일 보령에서 제6기 주민참여예산위원회 위원을 위촉하고, 분과회의 및 역량 강화 연수를 실시했다고 밝혔다.

이번 회의는 새로 구성된 제6기 주민참여예산 위원회의 첫 번째 회의로서, 그동안 각 지역에서 제출한 주민과 학생참여 예산 84건의 의견에 대해 4개 분과(학교정책.혁신분과, 교육과정.민주시민분과, 미래.체육건강분과, 행정지원분과)별로 심의하고, 위원들의 업무 역량을 강화하는 시간을 갖기 위해 개최됐다.

교육청은 2023 예산편성 과정에 주민, 학생, 학부모의 참여를 확대하고자 지역별 교육재정설명회, 홈페이지 및 서면 안내, 학생회연합회 등을 통해 다양한 의견을 수렴하고 있으며, 이를 예산 편성 시 적극 반영해 교육재정 운영의 투명성과 공정성을 제고하고 있다.

수렴된 의견 84건의 주요 내용으로는 ▲과밀학급 해소 ▲통학차량 지원 ▲돌봄교실 확대 ▲자유학년제 지원 강화 ▲학교별 특색프로그램 지원 강화 ▲미래교육 지원 ▲특별교실 현대화 ▲전통체험 교육 등이 있었으며, 4개 분과위원회 심의 이후 전체회의에 회부했다.

이후 열린 주민참여예산위원 역량강화 연수에서는 ▲충남교육재정 현황과 이해(충남교육청 김현기 예산과장) ▲참여예산 이해하기(함께하는시민행동 김민철 강사) 등이 이뤄졌으며, 특강을 통해 위원들은 충남교육재정의 전반적인 현황을 이해하고, 주민참여예산 위원으로서의 역할에 대해 생각해보는 시간을 가졌다.

김지철 교육감은 “참학력을 갖춘 미래 인재를 양성하고, 교육과정, 공간, 생태, 디지털, 교육협력 등 5대 전환 과제의 실천으로 미래교육 1번지로 도약하는 충남교육을 만들어갈 수 있도록 위원님들의 지속적인 관심과 적극적인 활동을 부탁드린다.”며, “교육재정이 우리 학생들을 위해 보다 효율적으로 사용되도록 다양한 의견 수렴 창구를 마련하고, 위원회의 의견을 경청 하겠다.”고 말했다.

한편, 제6기 주민참여예산위원회는 공개모집 21명과 지역별 추천 15명, 전문가 위촉 3명 등 39명의 위촉직 위원으로 8월 새롭게 구성되었으며, 오는 2024년 7월까지 활동하게 된다.
