조지영 안양시의원(도시건설위원회 부위원장)이 성인지 결산 제도에 대한 문제점을 지적했다.
조지영 안양시의원은 지난 10월 13일 열린 안양시의회 제279회 제1차 정례회에서 성인지 결산제도의 운영 과정 전반과 각 실국별 산하 모든 과에 성인지 대상사업을 점검, 객관적이고 전문적인 분석으로 결산 심의 과정에서 유용하게 활용되길 촉구했다.
성인지 예산제도란 ‘양성평등기본법’ 제16조 제1항 및 지방재정법 36조 제2항에 의거 2013년 회계연도부터 추진하고 있는 것으로 우리나라의 성인지예산은 별도로 편성하는 제도가 아니라, 주어진 예산에서 어떻게 성별의 요구에 맞게 예산을 운용할 것인지 계획해 보는 본 예산의 하나이다.
조지영 의원은 성인지 예산 재원이 보다 성평등한 방식으로 사용될 수 있도록 예산의 배분구조와 규칙을 변화시키고자하는 재원배분과정이라고 성인지 결산서의 의미와 가치를 강조했다.
조 의원은 “성인지예산이 그 의미와는 달리 성인지결산서에 대한 취합과 수치상의 오류를 확인하는 정도로 성인지 결산 업무를 처리하고 있고, 작성된 내용에 대한 적절성을 검토하거나 사업의 성평등 효과를 살펴볼 수 있는 역량은 갖추고 있지 못하다”고 지적했다.
조지영 의원은 “예·결산 제도의 실효성 제고를 위해 전문가 컨설팅과 교육이 필요하다. 결산서에 작성한 자체 평가는 성인지 예산에 반영되어야 한다. 성인지 예·결산서 작성에 따른 인센티브, 조례를 통한 근거 마련 등이 필요하다”고 강조했다.
끝으로 성인지 결산제도의 환류 기능 부재 등 제도 운영의 한계를 지적하며 담당 전문인력의 확충, 지역거버넌스 체계 강화에 대한 법적 근거 마련의 필요성을 제안했다.

It is necessary to provide incentives for the preparation of gender-based budgets and accounts, and to prepare grounds through ordinances,” he emphasized.
Finally, he pointed out the limitations of the system operation, such as the absence of a feedback function of the gender-based settlement system, and suggested the necessity of establishing a legal basis for expanding the professional manpower in charge and strengthening the regional governance system.
