김태흠 충남도지사가 한덕수 국무총리에게 지방대 제도개선을 요구했다.
김 지사는 23일 논산 건양대에서 열린 ‘산업과 연계한 지방대 경쟁력 강화 규제혁신 현장간담회’에 참석한 한 총리에게 “지방대 경쟁력 강화를 위해서는 정부차원의 인센티브를 비롯해 제도개선이 필요하다는 뜻"을 전달했다.
김 지사는 “기업과 대학이 계약을 맺고, 학과를 신설하고 커리큘럼을 바꾸는 등 대학은 기업이 요구하는 인재를 양성하고, 기업은 지역인재를 채용하는 시스템을 만들어야 한다”며 “이를 위해서는 무엇보다 국가장학금과 고용장려금 등 정부차원의 확실한 인센티브가 필요하다”고 설명했다.
이어 지난 16일 도와 현대차·LG화학 등 지역 대기업 9개사, 도내 26개 대학이 지역인재 양성과 채용을 위한 업무협약을 맺은 것을 언급한 김 지사는 “기업들이 본사에서 인재를 채용하고 있는데, 각 사업장 단위에서 지역인재를 채용할 수 있는 제도가 마련돼야 한다”고 건의했다.
그러면서 “이미 대기업 등과 업무협약을 맺은 충남이 산학관 협력의 새로운 모델을 만들어 나갈 수 있도록 각별한 관심과 지원을 부탁드린다”고 말했다.
지방정부가 대학 경쟁력 강화를 위해 재정을 투자를 할 수 있도록 제도개선이 필요하다는 의견도 제시했다.
전국의 모든 시도는 지방교육교부금법에 따라 매년 보통세 총액의 일부를 교육청에 전출하고 있지만, 해당 예산은 초중고에만 사용할 수 있기 때문이다.
김 지사는 “전국 지방교육재정 규모는 3조 8000억여 원에 달하나, 여유재원이 있더라도 지방대에 사용할 수 없다”며 “지방정부가 자주재원을 확보해 지방대의 경쟁력 강화에 투자할 수 있도록 관련법 개정이 필요하다”고 강조했다.
이날 간담회에서 대학총장들은 지방대학 재정여건 확대, 이공계 지방특성화전문대학 재정지원 등을, 산업체 대표들은 산학협동연구 석박사과정 신설, 대학시설에 대한 공동투자를 건의했다.
한국대학교육협의회 등 관계기관 또한 국가산업 인재양성 확대를 위한 병역특례 규제 완화 등 여러 개선방안을 내놨다.
이에 대해 한 총리는 “대학이 지자체 및 산업계와 협력해 지역 신산업 발전의 허브가 될 수 있도록 중앙부처 권한을 대폭 지자체에 넘겨주는 방안을 추진할 예정”이라고 답했다.
