한수원에 따르면 TOSS는 발전소 운전상태를 실시간으로 감시하는 웹 기반 시스템으로, 운전제한 조건의 불만족한 상황을 감지해 운전원에게 알리고, 확인 및 조치 방법 안내까지 가능한 것이 특징이다.
또한, 기존에 종이로 되어 관련 내용을 찾기 어려웠던 방대한 운영기술지침서 등을 디지털화해 자동으로 검색할 수 있도록 했다.
이를 통해 각종 변수에 따라 변동되는 운전제한 조건 및 조치요건을 실시간으로 확인할 수 있으며, 그 결과에 따라 신속한 안전 조치가 가능해 인적실수 예방 등 원전 안전성이 한층 높아질 것으로 기대된다.
한수원은 신월성1,2호기에 TOSS를 적용, 지난 3개월간 시범 운영했으며, 현재 정식 운영하고 있다. 앞으로 모든 발전소에 적용할 예정이다.
신호철 한수원 중앙연구원장은 “이 기술을 발전소 모든 현장에 적용해 운전원들이 보다 쉽게 운영기술지침서 및 배경서에 대한 지식을 함양하고, 발전소 안전성을 더욱 높일 것”이라며, “앞으로도 계속해서 원전 안전을 위한 현장 중심의 과제를 지속 발굴, 연구하겠다”고 밝혔다.
