브레이크뉴스 정명훈 기자= 감사원은 15일 문재인 정부 시절 국가 통계 왜곡 의혹에 대한 감사를 벌인 결과, 청와대 등 컨트롤 타워에서 여러기관을 전방위적으로 압박해 통계를 조작하도록 압박했다고 발표했다.
감사원은 이에 따라 장하성·김수현·김상조·이호승 전 정책실장을 비롯한 청와대 핵심 관계자와 김현미 전 국토교통부 장관 등 총 22명에 대해 검찰 수사를 요청했다고 밝혔다.
최달영 감사원 제1사무차장은 이날 중간 결과 브리핑을 통해 이같이 밝히며 통계법 위반, 직권남용, 업무방해 등 혐의가 확인된 관련자 22명에 대해 지난 13일 검찰에 수사를 요청했다고 설명했다.
이날 감사원 발표에 따르면 문재인 정부는 부동산 시장 과열로 여론의 뭇매를 맞자, 2017년 6월부터 2021년 11월까지 최소 94회 이상 국토부 산하 한국부동산원(구 한국감정원)에 부당한 영향력을 행사해 통계수치를 조작했다.
부동산원은 매주 '전국주택가격 동향조사' 통계치를 발표하는데, 국토부가 이 조사를 청와대 입맛에 맞게 바꿨다는 게 감사원의 설명이다. 특히 김현미 전 국토부 장관 재임 시절(2017년 6월~2020년12월)에 이같은 통계 조작이 집중됐다고 덧붙였다.
감사원은 이어 문재인 전 대통령의 경제 브랜드인 소득주도성장을 띄우기 위해 통계청이 가계동향조사를 가공한 정황도 드러났다고 했다.
통계청이 2018년 1분기 가계동향조사에서 소득 5분위 배율(상위 20% 소득을 하위 20%로 나눈 값)을 낮출 수 있는 계산법을 골라 적용했다는 것이다. 소득 5분위 배율은 빈부 격차를 보여주는 지표로, 이 값이 클수록 소득분배 불평등 정도가 높다.
아울러 고용분야에서 비정규직 급증 원인을 '단순 병행조사 효과'로 몰아가기 위해 황덕순 전 청와대 일자리수석이 통계 결과 발표와 보도자료 작성에 개입했다는 결론도 내놨다.
2019년 경제활동인구 조사에서 비정규직이 전년보다 86만7000명이나 증가했다는 결과가 나오자, 통계청은 "병행조사를 실시한 탓"이라고 해명한 바 있다. 당시 통계청은 고용예상기간을 묻는 조사를 더하는 '병행조사'로 인해 과거엔 포착되지 않은 기간제 근로자가 대폭 통계에 추가됐다는 취지로 설명했는데, 이같은 논리를 만드는데 청와대가 관여했다는 것이다.
