브레이크뉴스 정명훈 기자= 거래내역 추적이 어려운 다크웹과 가상자산을 이용한 마약거래가 5년 전 대비 13배나 늘어난 것으로 나타났다.
22일 조은희 국민의힘 의원이 경찰청으로부터 제출받은 자료에 따르면, 다크웹을 이용한 마약사범 검거인원은 2018년부터 올해 7월까지 총 3273명으로 집계됐다.
검거인원은 2018년 85명에서 지난해 1097명으로 5년 새 12.9배나 늘었다.
같은 기간 다크웹을 포함한 전체 인터넷 이용 마약사범 검거추세(2배)와 비교해도 가파른 증가세다.
다크웹을 이용하는 마약사범이 증가한 것은, 온라인에 능숙한 10‧20대의 마약범죄 증가에 따른 견인효과로 보인다는 분석이 제기된다.
10⋅20대 청년층의 마약사범검거 비중은 2018년 18.5%(총 8,107건 중 1,496건)에서 지난해 36.3%(총 12,387건 중 4,497건)으로 2배 가까이 증가했다.
특히 올 상반기 검거된 10대 마약사범은 602명으로 사상 최대치를 기록했다. 마약범죄로 소년부에 송치된 촉법소년 역시 2018년 0명에서 지난해 15명, 올 상반기 17명으로 최근 2년간만 32명에 달했다.
마약사범 주요 검거 사례를 봐도 10⋅20대 청년층의 인터넷 마약범죄 가담, 투약 문제는 잘 드러난다.
지난 3월 경남경찰청이 텔레그램을 이용한 마약류 판매조직에 고용돼 유통 운반책 역할을 한 18명 등을 검거한 결과, 연령대는 주로 10~30대였다. 이들은 2022년 2월부터 12월까지 던지기 수법으로 서울, 부산 등 전국 각지에 마약류를 유통한 것으로 나타났다.
운반 대가로는 주급 350만원에서 월 1000만원 정도의 급여를 받았으며 인터넷 도박 등으로 빚이 많아 고수익 아르바이트를 할 수 있다는 말에 현혹이 돼 가담한 것으로 조사됐다. 이들을 통해 마약을 구매한 혐의로 검거된 10대 청소년도 4명에 달한다.
또한 경기남부청이 지난 2월부터 4월까지 SNS를 통해 필로폰을 국내에 유통한 마약류 범죄단체와 이들에게 마약을 매수, 투약한 자들을 검거한 건에서도 10대 청소년 2명이 각각 판매와 투약 혐의로 검거되기도 했다.
이에 조은희 의원은 “SNS와 다크웹 등의 발달에 따라 인터넷 접근성이 높은 10‧20대를 중심으로 은밀한 마약거래가 늘고 있다”며 “미래세대인 청년마약사범의 급증은 사회적 위기신호인만큼 고도화된 수사기법을 통해 마약과의 전쟁에 적극 나서야 한다”고 강조했다.
