드미트리 페스코프 크레믈린 대변인은 26일 폴란드 바르샤바에서 진행된 조 바이든 미 대통령의 공개 연설에 대해 논평했다. 바이든 대통령은 앞서 폴란드 바르샤바의 구 왕궁 광장에서 "러시아 지도자는 권력을 유지할 수 없다"고 언급했다. 나토의 동유럽 최전선으로 알려진 폴란드를 방문한 조 바이든 미국 대통령의 연설 중에서 푸틴 러시아 대통령에게 “권좌에 머물러선 안 된다”고 저격한 것이다.
바이든의 이러한 언사는 자못 푸틴 대통령의 지도자로서의 자격을 문제 삼았을 뿐 아니라, 적극적으로 해석하면 미국이 러시아의 정권 교체를 추구한다는 뜻으로 받아들여지기 때문이다. 그런데 바이든이 푸틴 대통령에 의해 권좌에 있어서는 안 된다고 언급한 것은 최악의 외교적인 무례한 처사다. 바이든이 뭔데 러시아 최고의 수반에게 그 자리에 있으면 안 된다며 말할 수 있는지 이것은 러시아에 대한 내정간섭을 직접적으로 시사하는 말인 것이다.
전범인 미국 대통령 조지 W. 부시조차도 사담 후세인이나 리비아의 무아마르 카다피에게 그런 외교적인 무례한 발언을 한적이 없다. 하물여 부시도 그러했는데 바이든은 러시아와 싸우기 위해 외교적인 실수까지 감행하며 자극하고 있는 것이다. 그러나 푸틴 대통령이 핵 버튼 누르면 이후의 사태는 걷잡을 수 없다는 것을 모르는 모양이다. 바이든은 푸틴 대통령을 연일 자극하고 있으며 바이든은 러시아에 대해 강경하게 밀어붙이고 있다.
이미 푸틴 대통령이 핵 무장을 언급한 상황에서 지속적인 자극은 결코 좋은 선택은 아니다. 바이든은 우크라이나 난민들을 포함한 청중 1천여 명 앞에서 한 연설에서 푸틴 대통령이 “수십년간의 전쟁” 위협을 가하고 있다며 이 전투에서는 며칠, 몇달 안에 승리할 수 없다고 말했다. 이 말인즉, 러시아가 우크라이나에서 군사작전을 끝내더라도 미국은 끝까지 싸우겠다는 것이다.
그는 러시아의 전신인 소련이 군사력 등을 동원해 헝가리, 체코슬로바키아, 폴란드의 민주화 운동을 억압한 사례를 거론하며 러시아에 맞서 긴 싸움을 준비해야 한다고 주장했다. 그런데 그때는 뭐하고 있다가 60년이 지난 지금에야 언급하여 싸움을 준비해야 한다고 선동하고 있는 것인가? 당시에는 자유진영과 공산진영으로 나뉘어져 있는 상태에서 자유진영인 미국은 헝가리, 체코슬로바키아, 폴란드의 민주화 운동을 억압한 소련을 비난했어도 군을 보내지 않았었다.
그 이유는 베트남 전쟁 때문이라 변명할 수 있지만 무엇보다도 공산진영인 바르샤바 조약기구의 문제라 간섭하고 싶지 않아서였다. 당시 시대적 상황이 그러했는데 미국이 전혀 도움을 주지 않는 동유럽 민주화 운동을 이제와서 언급하여 러시아와 장기전을 벌이자는 이유가 뭘까? 빨리 2년이 지나가 바이든이 떨어져서 정권이 교체됐으면 하는 바램이다. 푸틴이 아니라 이 인물이 정말 위험천만한 인물이기 때문이다.

이제까지 바이든 대통령이 내놓은 표현 중 수위가 가장 높은데 이와 같은 외교적 무례에 대해 백악관 측은 이후 바이든의 연설에 대해 "러시아에서 권력 교체를 요구한 것은 아니다"라고 해명했지만 이미 늦었다. 이미 러시아 국민들 모두가 이 사실을 알고 있다는 것이 중요하다. 백악관 측이 바이든의 발언이 러시아 정권 교체에 대한 의지를 나타낸 것 아니냐는 관측에 놀라서 해명에 나선 이유는 바이든이 외교적인 실수와 중대한 결례를 저질렀다는 것을 인정한 셈이다.
백악관 관계자는 “러시아에서 푸틴의 권력이나 정권 교체를 논한 게 아니다”라며, “푸틴이 이웃 국가들이나 그 지역에 권력을 행사해서는 안 된다”는 취지라고 설명했다고 한다. 푸틴 대통령의 폭력적 대외 정책을 비판하는 것일 뿐, 미국이 그를 권좌에서 끌어내리려는 것은 아니라는 설명이다.
