세종시의회 안신일 의원은 ‘2024년 행정사무감사’를 통해 각 지역에서 활동 중인 교육 및 안전 분야 인적 자원 연계로 정책 사각지대를 해소하는 데 주력해 달라고 당부했다.
안신일 의원은 3일 열린 교육안전위원회 1일 차 행정사무감사에서 늘봄학교 운영에 대해 세종시교육청과 세종시청 간 협업이 미흡하다고 지적하고 향후 효과적이면서 지속 가능한 늘봄학교 운영을 위해 각 지역의 교육 자원을 적극 관리·활용해야 한다고 강조했다.
특히 우리동네 온종일 돌봄 모델을 제시한 경상북도 사례를 근거로 세종시교육청 차원에서 마을 교육 자원에 대한 체계적인 이력 관리뿐 아니라, 세종시 돌봄 자원 연계 방안을 마련하는 데 더욱 세심한 노력이 필요하다며 마을 주민들과 함께하는 세종형 늘봄학교의 발전 방안을 요구했다.
안 의원은 7일 열린 세종시청 시민안전실 행정사무감사에서도 시민 안전과 관련된 마을 인적 자원에 적당한 임무와 권한을 부여함으로써 공중화장실 내 안심비상벨 관리 등 시민 안전도 향상에 힘써야 한다고 제언했다.
현재 시민 안전과 관련된 주민자율봉사단체로는 자율방범대, 자율방재단, 의용소방대, 안전보안관 등이 있으며 관련 법과 조례에 따라 구성 및 운영되고 있다.
안 의원은 “세종시의 경우 단층제여서 시민 안전 업무와 관련해 담당자들의 과부하가 발생할 수 있고, 그에 따른 사각지대도 발생할 수 있다”면서 “주민들의 안전을 위해 활동하는 주민들의 참여와 자긍심을 이끌 수 있도록 이들 단체와 연계한 공중안심비상벨 관리 및 적기 순찰 방안을 마련해 달라”고 주문했다.
