윤석열 대통령이 19일 "8·15 통일 독트린은 우리 헌법을 기본으로 하는 것"이라고 밝혔다고 대통령실이 전했다.
대통령실 관계자는 이날 오후 윤 대통령이 오전 용산 대통령실에서 주재한 을지·제36회 국무회의 마무리 발언에서 이같이 말한 후 "자유민주주의 체제 주도 통일도 군사 침략 등 평화를 깨는 방식으로 하지 않을 것"이라고 말했다고 전했다.
그러면서 "대통령께서 8·15 통일 독트린은 국민통합 기제 원리인 헌법정신을 잘 알고 분단을 극복하는 게 진정한 광복·건국이란 생각 때문에 통일 방안에 대해 헌법에 적힌대로 말한 것"이라며 "헌법에 적힌 통일 방안을 외면해왔는데 당연한 것을 다시 한 번 원칙 삼아 나아가자 해서 이번 통일 독트린이 나온 것이라고 설명했다"고 전했다.
헌법 제3조는 '대한민국 영토는 한반도와 그 부속도서로 한다'고 돼 있고, 제4조 경우 '대한민국은 통일을 지향하며, 자유민주적 기본질서에 입각한 평화적 통일정책을 수립하고 이를 추진한다'고 했다.
앞서 윤 대통령은 지난 15일 제79주년 광복절 경축식 경축사에서 통일 구상을 공개했다. '3대 통일 비전' '3대 통일 전략' '7대 통일 추진 방안' 등으로 구성된 통일 구상을 공개한 바 있다.
