세종시의회 교육안전위원회 15일 제1차 회의를 개최하고 주민조례청구로 회부된 '세종특별자치시 교육활동 보호 조례안' 등 14건을 심사했다.
시의회에 따르면 '세종특별자치시 교육활동 보호 조례안'은 1년여의 청구인서명 확보 및 유효성 검증을 거쳐 지난달 6일 교육안전위원회에 회부된 안건이다.
조례안에는 교육활동에 전념할 수 있게 교원, 학생, 보호자의 교육활동 보호를 위한 대상별 책무와 지원 사항을 담았다.
이에 교육안전위원회는, 조례의 책임과 소관을 명확히 하고자 '세종특별자치시교육청 교육활동 보호 조례안'으로 제명을 수정했고, 그동안 개정된 상위법령의 내용을 반영했다.
이와 함께 상위법령의 적용 사례에 준해 강행규정과 임의규정을 적용했으며, 용어를 정리하고 어색한 조문을 정비 조례의 일관성을 확보하고자 했다.
특히, 이번 조례 제정을 통해 문제 행동 학생에 대한 보조 인력 배치, 안전사고 발생 시 교원에 대한 민형사상 소송 지원 등 교육활동 보호를 위한 실효성 있는 정책이 강화될 것으로 기대된다.
이어진 심사에서 윤지성 위원장은 '세종특별자치시교육청 한글사랑 교육 지원에 관한 조례안'을 발의해 소속 직원 및 학생들의 한글사랑에 관한 인식을 강화해싸.
'세종특별자치시교육청 학생자치활동 지원 조례 일부개정조례안' '세종특별자치시교육청 금융교육 활성화 조례 일부개정조례안', '세종특별자치시교육청 방과후학교 운영 및 지원에 관한 조례 일부개정조례안', '세종특별자치시교육청 교육안전 기본 조례 일부개정조례안' 등 네 건의 개정을 통해 학생의 성장을 지원하고 교육행정을 개선하고자 노력했다.
박란희 위원은 세종특별자치시 화재피해주민 지원에 관한 조례안'을 발의해 화재 피해를 입은 시민의 조속한 안정을 지원하고자 했다.
박 의원은 '세종특별자치시 의용소방대 설치 및 운영에 관한 조례 일부개정조례안'을 통해 단서 규정을 개정하고 합리적인 조례 적용을 유도했다.
이번 심사 결과, '세종특별자치시교육청 한글사랑 교육 지원에 관한 조례안' 등 11건은 원안가결, '세종특별자치시 교육활동 보호 조례안' 등 2건은 수정가결됐다.
개정된 조례안은 23일 열리는 제93회 임시회 2차 본회의 의결을 거쳐 최종 확정될 예정이다.
