2년 전, 아프가니스탄에서 탈레반이 민주정부를 붕괴시키고 그들의 정부를 선포함으로써 아프가니스탄은 탈레반의 땅이 되었다. 가장 원리주의적이고 근본주의 이슬람을 추종하고 하고 있는 탈레반이 20년 만에 다시 아프가니스탄의 권력을 장악하자 세계적으로 아프가니스타 현지 여성 인권에 대해 매우 우려스러운 눈으로 바라보고 있는 것이 현실이다. 그 중에 가장 우려스러운 것은 20년 동안 자행되지 않았던 여성 할례(Female Genital Mutilation, 혹은 Female Genital Cutting)가 다시 부활할 가능성이 높다는 것이다. 현재 여성 할례가 진행되고 있는 나라들은 아프리카의 무슬림 국가들로 특히 원리주의 이슬람인 소말리아의 알 샤바브나 서아프리카 나이지리아 북단의 보코하람 등이 지배하고 있는 지역에서 광범위하게 행해지고 있다.
할례(割禮)라는 것은 성기의 껍질인 포피 일부를 잘라내는 것으로 오늘날의 포경수술을 뜻하는 Circumcision의 한역어라 할 수 있다. 이러한 할례가 가장 먼저 실행되었던 민족은 아이러니하게도 유태인들이 그 시초다. <구약성경>에 보면 유태인들과 이민족들을 구분할 때 할례라는 의식을 통해 구분하는 것으로 나타나는데 이는 유태인들이 하나님의 선택 받은 민족이므로 몸에서 가장 어두운 부분인 하체의 음경을 청결히 해야 한다는 의식으로 인해 자행되었지만 이는 남성에 한 해 이루어지는 것일 뿐, 여성이 할례를 받은 경우는 없다. 이러한 할례는 아브라함 때부터 이어온 풍습인데 사막의 지형과 기후 조건 상, 목욕을 자주 할 수 있는 조건이 아니었기 때문에 청결을 유지하고 강조하기 위해 시작된 것으로 해석되고 있다.
이는 사막 민족 특성상 공통적인 부분에 해당되기 때문에 아브라함 종의 자식인 이스마일과 그의 후손들인 아랍인들도 할례는 당연한 관습이자 풍습처럼 여겨져 왔지만 그 역시 여성 할례는 존재하지 않았다. 그럼 언제부터 여성이 할례를 하기 시작한 것일까? 지하드를 목적으로 한 이슬람 원리주의가 탄생되고 수니파에서는 와하비즘의 신봉자들과 학파가 생겨났으며 시아파에서는 이스마일파를 중심으로 한 암살단파 등이 생겨나면서 자연히 모든 인간은 할례를 해야 한다는 조건이 성립되었다. 여기에는 여성도 예외가 아니며 무슬림이라면 당연히 해야 하는 것으로 인식되었지만 <꾸란>에는 여성이 할례를 해야 한다는 구절은 없다. 이는 원리주의자들의 통치 정당성을 위해 여성 평등을 강조하며 할례를 강요하고 있는 것이다.
그 이유는 성범죄 방지와 처녀성 유지 때문이다. 특히 여성의 처녀성은 모든 이슬람 국가에서 여성들이 갖추어야 할 최고의 미덕으로 여겨져 왔다. 과거 아브라함 시대에도 타 민족들이 우상에 빠져 있는 사람들, 여성들은 매우 음탕하고 음란하다 여겨왔으며 신의 선택을 받은 민족들은 이러한 여성들을 아내로 맞아들이는 것을 금지했다. 이러한 가늠할 수 없는 수천년 전의 전통이 오늘날까지도 현재진행형으로 내려오고 있는 것이다. 가장 먼저 이슬람 제국의 정복 시기에 이슬람 문화와 관습의 영향을 받은 동아프리카 문화권에서는 강간을 금하기는 하나 예나 지금이나 일상적으로 발생되어 왔고, 여성 인권이 낮은 국가들의 특성상 남성들에게 강간을 못하게 하기보다 여성의 성기를 봉합하는 방법을 택한 것인데 이는 중동을 거쳐 아프가니스탄, 파키스탄에도 종종 자행되어 왔다.
혼전 관계를 금하는 이슬람교 교리상 처녀가 아닌 여성은 결혼 상대로 보지 않았고, 그에 대한 보증서와 같은 이치로 봉합을 했다는 것이다. 이러한 처녀성에 대한 집착은 그 형태가 다를 뿐이지 이슬람 이외의 문화권에서도 많이 나타난다. 서양이나 동양에서 혼전 관계 금기와 정조대라는 물건이 있었기 때문이다. 할례가 자행되는 또 다른 유력한 이유 중 하나는 해당 지역과 이슬람에서 보펀적으로 나타나는 풍습인 일부다처제의 영향도 분명 존재한다. 남성이 많은 여성과 결혼할 경우 어느 집단과 마찬가지로 부인들 간의 시기와 다툼이 벌어지는데다가 때로는 성적인 문제로 인해 심각한 문제가 발생할 수도 있는데, 이러한 음핵을 잘라냄으로써 성욕을 감퇴시키고 성관계에 대한 집착을 어느 정도 없애주는 효과가 있다는 것이다.
할례는 시술이 이루어지는 지역의 낙후된 환경으로 인해 건강상 문제가 발생하는 것이지, 위생적이고 현대적인 환경에서 이루어지면 문제 없다고 생각하는 경우도 존재하고 있다. 그러나 이에 대해 세계보건기구에서는 위생적인 환경에서 이루어지면 문제가 없을 것이라는 생각은 잘못된 것이며 분명 단기적, 장기적 문제를 동반한 건강에 악영향을 주는 행위라고 명시하였다. 여성할례가 횡행하던 수단, 소말리아 등에서는 대음순을 봉합해버리는 심한 수술의 예는 아주 조금씩 줄어들고는 있지만, 이를 성감대를 느낄 수 있는 부분인 클리토리스를 잘라버리는 것으로 대체한다고 한다. 이와 같은 여성 인권의 침해는 남성이 모든 것을 이끌어야 하며 여성은 이에 순종해야 한다는 사막 씨족 풍속에서 유래되었고 전 세계적으로 근절되어야 하는 악습이다.
그리고 <꾸란>의 가르침에도 나와 있지 않은 원리주의자들의 입맛에 맞게 생성된 여성에 대한 명백한 범죄 행위로 볼 수 있다. 특히 아프가니스탄은 탈레반 집권기인 90년대에 극단적인 방법으로 이러한 여성 할례를 강요한 것으로 악명 높았기 때문에 탈레반의 집권기의 현재, 여성 인권 침해 중 가장 우려되는 부분이라 할 수 있다. lukybaby7@gmail.com

Women's Virginity and Female Circumcision Emphasized in Fundamentalist Islam

Two years ago, the Taliban overthrew the democratic government in Afghanistan and declared their own government, making Afghanistan the land of the Taliban. As the Taliban, which follows and practices the most fundamentalist and fundamentalist Islam, seized power in Afghanistan again after 20 years, the world is looking with great concern at the human rights of local Afghan women. The most worrying of these is the high possibility that female genital mutilation (or female genital cutting), which had not been practiced for 20 years, will revive. Currently, female genital mutilation is practiced in Muslim countries in Africa, especially in areas dominated by fundamentalist Islamists such as Al Shabaab in Somalia and Boko Haram in the northern part of Nigeria in West Africa.

When a man marries many women, jealousy and quarrels occur between the wives, just like in any group, and sometimes serious problems can arise due to sexual issues. It is said that cutting off the clitoris can reduce sexual desire and eliminate obsession with sex to some extent.
Some people think that circumcision is a health problem caused by the underdeveloped environment of the region where the procedure is performed, but that it is not a problem if it is performed in a sanitary and modern environment. However, the World Health Organization stated that the idea that there will be no problems if it is performed in a sanitary environment is wrong and that it is a practice that clearly has negative effects on health with short-term and long-term problems.
