(브레이크뉴스인천 박상도 기자) 인천시가 지난 22일부터 23일까지 이틀간 중구 영종하늘도시 블루오션 레지던스 호텔에서 ‘2025 지적·지적재조사 정책공유 워크숍’을 개최했다고 밝혔다.
인천시에 따르면, 이번 워크숍은 지적 행정의 현재를 점검하고 미래 발전 방향을 모색하기 위해 마련됐으며, 인천시와 인천경제자유구역청, 그리고 10개 군·구의 지적 및 지적재조사 담당 공무원 60여 명이 참석했다.
인천시는 이번 행사를 통해 지적제도 개선 사항과 최신 공간정보 동향을 공유하고, 우수사례 발표를 통해 실무 능력 향상과 행정 효율성 제고를 도모했다.
워크숍은 지적행정 제도 발전을 위한 연구과제 및 우수사례 경진대회, 최신 공간정보 동향에 관한 직무강의, 특별강연 등 다양한 프로그램으로 구성됐다.
특히, 연구과제 및 우수사례 경진대회에서는 인천시 10개 군·구에서 제출된 20여 건의 과제 중 1차 사전심사를 통과한 7편이 최종 발표됐다.
‘공간정보를 활용한 산불 위험분석 및 관리 방안’, ‘관련 기관 간 협업을 통한 개발제한구역 내 토지 효율성 극대화’ 등 현실 행정에서의 문제 해결을 위한 실무형 연구가 소개되어 참석자들의 큰 관심을 끌었다.
이번 경진대회에서는 지적연구과제에서 조동주(강화군) 주무관이, 지적재조사 우수사례에서는 고영건(중구) 주무관이 각각 대상을 수상했다.
수상작은 향후 국토교통부가 주관하는 전국 경진대회에 인천 대표로 참가할 예정이다.
이번 워크숍은 단순한 사례 발표에 그치지 않고, 지적 민원 대응 방식과 군·구 특수 시책에 대한 실질적인 정책 공유의 장으로도 활용됐다.
특히, 2030년까지 장기 국책사업으로 추진 중인 지적재조사 사업의 원활한 진행을 위해 경계 조정 협의, 조정금 지급 절차 등 실무 노하우도 집중적으로 공유됐다.
강화군 소속의 한 참가자는 “이번 워크숍을 통해 다른 군·구 동료들과 업무방식에 대해 논의하고, 선배 공무원들의 경험담을 들을 수 있어 매우 유익했다”고 소감을 전했다.
워크숍 2일 차에는 공간정보품질관리원 김태훈 실장이 ‘드론을 활용한 최신 공간정보 기술’을 소개했으며, 황효진 인천시 글로벌도시 정무부시장이 ‘영종도의 역사 이야기’를 주제로 특별강연을 진행했다.
황효진 부시장은 “지적·공간정보 행정은 시민 재산권 보호의 최전선이며, 스마트시티·인공지능(AI)·자율주행 등 미래 산업의 기반이 된다”며 “이번 워크숍을 통해 각 군·구 담당자들의 전문성과 실무 역량이 한층 강화되기를 기대한다”고 말했다.

Incheon City announced that it held the ‘2025 Land Ownership and Land Re-survey Policy Sharing Workshop’ at the Blue Ocean Residence Hotel in Yeongjong Sky City, Jung-gu for two days from the 22nd to the 23rd.
According to Incheon City, this workshop was organized to review the current status of land ownership administration and seek future development directions, and approximately 60 civil servants in charge of land ownership and land ownership re-survey from Incheon City, Incheon Free Economic Zone Authority, and 10 counties and districts attended.
Through this event, Incheon City shared improvements to the land ownership system and the latest spatial information trends, and sought to improve practical capabilities and administrative efficiency through presentations of best practices.

This workshop was not limited to simple case presentations, but was also used as a venue for sharing practical policies on how to respond to land complaints and special policies for counties and districts.
In particular, practical know-how such as boundary adjustment consultation and adjustment payment procedures were intensively shared to ensure smooth progress of the land survey project, which is being promoted as a long-term national project until 2030.
