[브레이크뉴스=배종태 기자] 부산시의회 의원연구단체인 ‘부산조례연구회’가 실효성 있는 지방입법 체계 구축을 위한 정책연구에 본격 돌입했다.
연구회는 최근 '부산광역시 조례분석 및 정책 효과성 연구' 용역 착수보고회를 개최하고, 부산시 조례 1,006건에 대한 전수 분석 결과와 향후 과제를 공유했다.
이번 연구는 지방자치 30주년을 맞아 조례가 실제 정책으로 이어지고, 시민 삶에 체감 가능한 변화를 이끌어낼 수 있도록 하기 위한 것이다. 연구회는 ▲조례 목록화, ▲정책 연계성 진단, ▲실효성 평가 등을 통해 정책 집행력을 갖춘 입법 시스템 구축을 목표로 하고 있다.
책임연구자로 참여한 전경민·이윤석 변호사(부산지방변호사회 지방자치법실무연구회)는 조례와 행정 실행 간의 괴리, 정책 효과 미흡 사례 등에 대한 분석 방향을 제시했다.
이날 간담회에서는 정책 집행이 이뤄지지 않거나 목적이 상실된 문제 조례 7건을 선정해 논의했다. 특히, 사업 종료에도 존치 중인 조례, 사회적 갈등을 유발할 수 있는 조례, 행정·재정 미수반 조례 등이 주요 정비 대상이다.
대표의원인 서지연 시의원(비례·무소속)은 “정책으로 실현되지 않는 조례, 시대와 단절된 조례는 시민과 멀어진 입법”이라며, “시민 체감형 조례로 지방의회 본연의 역할을 회복하겠다”고 밝혔다.
