당시 A씨는 20대 남성 B씨와 함께 2인승 카약을 체험하고 난 뒤, 카약을 푼툰(부유식 구조물) 위로 올리기 위해 대기하던 중이었다. 이 과정에서 카약이 뒤집혔고, 이를 인근에서 지켜보던 해양레포츠센터 안전요원이 즉시 구조에 나서 두 사람을 구조했다.
