[브레이크뉴스=배종태 기자] 부산시는 한국원양산업협회와 디지털 및 사회가치경영(ESG) 기반의 ‘원양 산업 미래 전략 업무협약’을 체결했다.
12일 오전 11시 시청 국제의전실에서 진행된 이번 협약은 원양 산업의 지속 가능성과 부산의 산업 거점도시로서의 위상 강화를 위한 것으로, 지자체와 원양 산업 대표 기관이 직접 체결한 전국 최초의 사례다.
한국원양산업협회는 1964년 설립된 특수법인으로, 「원양산업발전법」에 따라 원양 산업의 건전한 발전과 공동이익을 도모하고 있다. 협약식에는 박형준 부산시장과 김영규 한국원양산업협회장을 비롯해, 협회 소속 회원사인 ㈜동남, 동원산업, 사조산업, 신라교역 등의 부산지사 관계자들과 전국원양선원노동조합 박진동 위원장이 참석했다.
협약 주요 내용은 ▲원양 산업 기반 구축 및 경쟁력 강화 ▲디지털화·스마트 계측 및 유통 체계 구축 ▲원양 산업 유산 보존 및 국민 인식 제고를 위한 홍보·전시·교육 추진 등이다.
원양 산업은 1957년 대한민국 최초 원양어선 지남호의 부산항 출항을 시작으로 발전해왔으며, 1971년에는 총수출액의 약 5%인 5,510만 달러를 기록하며 대한민국을 세계 3대 원양 어업국으로 부상시킨 핵심 산업이다. 특히 2024년 기준, 국내 원양 어획물 반입량의 58.1%인 165톤이 부산 감천항을 통해 유통되고 있으며, 참치, 오징어, 이빨고기 등 주요 어종의 상당량이 부산을 거쳐 가공·수출되고 있다.
이번 협약은 기후변화, 해양 자원 고갈, 글로벌 공급망 위기 등 급변하는 수산업 환경 속에서 원양 산업의 지속 가능한 전환과 디지털·ESG 기반 협력체계 구축의 출발점으로 평가된다. 부산시는 유통, 가공, 소비, 관광을 아우르는 산업 연계를 강화함으로써 지역 경제에 활력을 불어넣고, 글로벌 해양 허브도시로 나아가는 기반을 마련하겠다는 방침이다.
김영규 협회장은 “부산은 단순한 입항지를 넘어 원양 산업의 시작과 끝이 연결되는 핵심 도시”라며, “이번 협약을 통해 지자체와 민간이 미래 수산업 모델을 함께 만들어가는 계기가 되길 바란다”고 밝혔다.
박형준 부산시장은 “지자체와 원양협회 간 직접 협약 체결은 전국 최초”라며, “이번 협약은 도시와 산업, 공공과 민간이 함께 지속 가능한 미래를 설계한다는 점에서 큰 의미가 있으며, 부산이 글로벌 해양 허브도시로 나아가는 데 실질적인 기반이 될 것”이라고 말했다.

The City of Busan signed a strategic memorandum of understanding (MOU) with the Korea Deep Sea Fisheries Association (KDSFA) on August 12 at 11:00 a.m at the International Protocol Room of Busan City Hall.
The agreement, which focuses on digitalization and ESG (Environmental, Social, and Governance)-based management, aims to ensure the sustainable development of the deep sea fisheries industry and strengthen Busan’s role as a central hub for the sector. This is the first direct agreement of its kind between a local government and the deep sea fisheries industry association in South Korea.
Established in 1964, the Korea Deep Sea Fisheries Association is a special legal entity under the Deep Sea Fisheries Development Act, tasked with promoting the sound development and mutual interests of the industry.
The signing ceremony was attended by Busan Mayor Park Heong-joon and KDSFA Chairman Kim Young-kyu, along with key figures from member companies such as Dongnam Co., Dongwon Industries, Sajo Industries, and Silla Co. Representatives from the National Deep Sea Seafarers' Union, including Chairman Park Jin-dong, were also present, highlighting the collaborative nature of the initiative among government, industry, and labor.
Key areas covered by the MOU include: ▲Strengthening the industrial base and competitiveness of deep sea fisheries ▲Advancing digitalization and the establishment of smart measurement and distribution systems ▲Promoting public awareness and preserving industry heritage through exhibitions, education, and campaigns
Since Korea’s first deep sea fishing vessel, the Jinamho, departed from Busan Port in 1957, the deep sea fisheries industry has played a central role in the country’s economic growth. In 1971, the industry accounted for approximately 5% of Korea’s total exports, reaching $55.1 million and positioning Korea among the world’s top three deep sea fishing nations.
As of 2024, 58.1% (165 tons) of all deep sea catches brought into the country are distributed through Gamcheon Port in Busan. The port handles a large volume of key species such as tuna, squid, and Patagonian toothfish, supporting not only distribution but also processing and exports.
The agreement is expected to establish a cooperative system based on ESG principles to help the industry adapt to global challenges such as climate change, resource depletion, and supply chain disruptions. Busan plans to leverage its position as a hub city by linking the industry with logistics, processing, consumption, and tourism to revitalize the regional economy and advance its goal of becoming a global maritime hub.
Chairman Kim Young-kyu stated, “Busan is more than just a port of entry -- it is a key city where the beginning and end of the deep sea industry converge. This agreement marks the starting point for public-private cooperation to shape the future of sustainable fisheries.”
Mayor Park Heong-joon remarked, “This is the first agreement of its kind between a local government and the deep sea industry association. It is significant in that the public and private sectors are designing a sustainable future together, and it will serve as a solid foundation for Busan to grow into a global marine hub city.”
