류 의원은 3일 제319회 임시회 제2차 본회의에서 5분 자유발언을 통해 "한때 '메디시티 대구'로 전국적 위상을 떨쳤던 대구가 최근 외국인 의료 관광객 유치에서 뒷걸음질치고 있다"고 지적했다.
그는 "2023년 대비 2024년 외국인 환자 수가 2.4% 감소했다"며 "전국이 성장한 상황에서도 대구만이 역주행했다"고 설명했다.
한국관광공사 자료에 따르면 외국인 의료 관광객은 일반 관광객보다 체류 기간이 길고 소비 지출도 3배 이상 많아 지역 경제에 큰 기여를 한다.
류 의원은 "의료관광은 단순한 환자 유치가 아니라 숙박·쇼핑·관광 등 지역 경제 전반에 파급효과를 주는 황금 산업"이라고 강조했다.
그러면서 대구 의료관광 재건을 위해 세 가지 대안을 제시했다. 먼저 전담 조직 재정비와 예산 확대가 필요하다고 했다. 2022년 38억 원이던 의료관광 예산이 2024년 9억 4천만 원으로 급감했다. 부산의 30억 원과 비교하면 턱없이 부족하다는 지적이다. 그는 "예산과 조직이 충분히 갖춰져야 전략과 미래가 가능하다"고 강조했다.
둘째로 대구만의 차별화된 콘텐츠 개발을 제안했다. 한방과 양방 의료를 결합한 독창적 패키지 개발이 필요하다는 것이다. 이미 대구는 한방축제와 한방 의료 체험 인프라를 갖추고 있으며, 이를 양방 의료와 결합하면 국제적 경쟁력을 갖춘 '대구형 K-메디컬'이 가능하다고 설명했다.
마지막으로 체류형 관광 연계 프로그램 설계를 제시했다. 치료 후 환자가 머무르며 힐링할 수 있도록 관광·쇼핑·숙박을 연계한 프로그램 개발이 시급하다고 했다. 단순한 병원 중심이 아니라 도시 전체를 의료관광 자원으로 활용해야 한다는 점을 강조했다.
류 의원은 "대구가 다시 의료관광 중심지로 도약하기 위해 지금이 마지막 골든타임"이라며 "대구시의 적극적 지원과 결단이 필요하다"고 밝혔다.
