윤해동 안양시의원, 관양고 주변 도시개발 현안 논의

안양시의회 윤해동 의원(더불어민주당, 안양바)이 지난 9월 17일 안양시 도시주택국장실에서 관양고 주변 도시개발사업 추진 과정에서 제기된 교통 및 안전 문제 해소를 위한 간담회를 가졌다. 이번 간담회는 지난 8월 22일 주민·관계기관이 참여한 1차 간담회에 이어 마련된 후속 회의다.

이날 모임에는 안양시 도시주택국과 신성장전략과, 철도교통과, 주택과 등 관계 부서를 비롯해 경기주택도시공사(GH), 시공사 DL이앤씨 관계자가 참석해 구체적인 대책을 논의했다.

간담회 참석자들은 우선 관양시장 앞 관평로 노상주차장은 현행 규모를 그대로 유지하기로 뜻을 모았다. 상인과 주민들이 우려해온 주차 면수 축소 문제를 해소하면서 시장 접근성과 상권 활성화를 고려한 조치.

관양고 앞 회전교차로는 존치하되 차량 회전반경을 충분히 확보할 수 있도록 차선을 조정해 교통사고 예방과 대형차량 통행 소음을 줄이기로 했다.

또한 공사 현장에는 신호수 19명을 상시 배치, 관양초·중·고 학생들의 등·하교 교통 안전을 강화하고 주민 보행 안전 및 소음 피해도 최소화하기로 했다.

윤해동 의원은 “이번 간담회는 주민 불편 해소를 넘어 학생 안전과 생활권 보호에 중점을 둔 자리였다”며, “주차 문제와 등·하교 안전은 민감한 사안인 만큼 시와 사업시행자가 책임 있게 대응해야 한다”고 말했다.

Measures to Maintain Street Parking and Enhance Student Safety

Anyang City Council Member Yoon Hae-dong (Democratic Party of Korea, Anyang-ba) held a meeting on September 17th at the Anyang City Urban Housing Bureau Director's Office to address traffic and safety issues raised during the urban development project around Gwanyang High School. This meeting was a follow-up to the first meeting held on August 22nd with residents and related organizations.

Representatives from Anyang City's Urban Housing Bureau, New Growth Strategy Division, Railway Transportation Division, and Housing Division, as well as representatives from Gyeonggi Housing & Urban Corporation (GH) and construction company DL E&C, attended the meeting to discuss specific measures.

First, the street parking lot on Gwanpyeong-ro in front of Gwanyang Market will remain at its current size. This measure addresses concerns raised by merchants and residents about reduced parking spaces while also considering accessibility to the market and revitalizing the commercial district. The roundabout in front of Gwanyang High School will remain, but lanes will be adjusted to ensure a sufficient turning radius to prevent traffic accidents and reduce noise from large vehicles. Furthermore, the entrances and exits to the construction site will prioritize student safety, actively incorporating feedback from the school.

Furthermore, 19 traffic signal officers will be permanently stationed at the construction site to enhance traffic safety for students at Gwanyang Elementary, Middle, and High School, while minimizing pedestrian safety and noise impacts on residents.

Councilmember Yoon Hae-dong stated, "This meeting focused on not only alleviating resident inconveniences but also protecting student safety and their right to live." He added, "Parking issues and school safety are sensitive issues, and the city and the project developer must address them responsibly."
