【브레이크뉴스 경산】박영재 기자=국·도·시비(경산시)가 투입된 지역 유일 공공재활병원인 경북권역재활병원 노조가 열악한 처우와 임금 문제로 오는 다음달 1일 파업에 들어간다.
2024년 기준 이 병원의 기본급은 159만 원 수준으로, 간호사·치료사·원무직 상당수가 최저임금에 가까운 임금을 받고 있는 것으로 전해졌다. 보건복지부가 지원하는 야간간호관리료도 직원이 아닌 병원 운영비로 전용되고 있다는 지적이 나왔다. 명절 연휴 가산수당 미지급과 교대근무자 보호 미흡 문제도 반복되고 있다.
병원 설립 당시 청년 일자리 제공 약속은 무색하다. 비정규직 고용 구조와 낮은 처우 속에서 청년들이 병원을 떠나는 반면, 전직 시의원 출신 고위직은 고액 연봉을 받으며 전관예우 논란이 이어지고 있다. 실무자는 저임금에 시달리고, 경영진은 고액 보수를 받는 구조가 고착화된 것이다.
노조는 “환자가 믿고 치료받을 환경, 노동자가 존중받는 일터, 청년이 떠나지 않는 지역을 만들기 위한 정당한 선택”이라며 파업 이유를 설명했다. 일부 진료 차질이 예상되지만, 노조는 근본 문제는 지방정부의 재정 책임 방기에 있다고 지적했다.
진보당 경상북도당은 이번 파업이 공공병원의 본래 가치를 회복하는 계기가 되기를 바란다며, 공공의료와 청년 일자리의 약속을 지킬 것을 경산시와 경북도에 촉구했다.
[Break News Gyeongsan] Reporter Park Young-jae – The union of the Gyeongbuk Regional Rehabilitation Hospital, the only public rehabilitation hospital in the region funded by national, provincial, and municipal budgets (Gyeongsan City), announced that it will go on strike on October 1 over poor working conditions and low wages.
As of 2024, the hospital’s base salary stands at around 1.59 million KRW, with many nurses, therapists, and administrative staff earning near minimum wage. The “night nursing management fee” provided by the Ministry of Health and Welfare is reportedly being diverted to hospital operating costs rather than going to employees. Issues such as unpaid holiday allowances and inadequate protection for shift workers have also persisted.
The hospital’s original promise to provide quality jobs for young people has largely failed. While young workers leave due to irregular employment and poor working conditions, former city council members occupy high-level positions with high salaries, raising concerns about preferential treatment. The dual structure of low pay for staff and high compensation for management has become entrenched.
The union explained that the strike is a justified measure “to create an environment where patients can receive care with confidence, workers are respected, and young people do not leave the region.” While some disruption to medical services is expected, the union emphasizes that the root cause lies in the local government’s failure to fulfill its financial responsibilities.
The Gyeongbuk Provincial Party of the Progressive Party expressed hope that the strike will help restore the true value of the public hospital and urged Gyeongsan City and Gyeongbuk Province to honor their commitments to public healthcare and youth employment.
