파주시가 시민에게 안정적인 전력을 공급하기 위한 제도적 기반을 마련했다.
파주시는 「파주시 분산에너지 활성화 조례」가 지난 22일 파주시의회 본회의를 통과했다고 24일 밝혔다.
이번 조례는 경기도에서 최초로 제정된 분산에너지 관련 조례다.
조례의 핵심은 지역에서 전기를 생산하고 소비하는 '지산지소형 전력체계'를 제도화하고, 모든 시민이 기본적인 전력을 안정적으로 공급받을 수 있는 '기본에너지 공급 기반'을 마련한 것이다.
조례는 총 12개 조항으로 구성됐으며, ▲분산에너지 활성화 실시계획 수립·시행 ▲분산에너지특화지역 지정 추진 ▲재정지원 및 전문인력 양성 ▲사회적 공감대 형성 ▲협력체계 마련 등의 내용을 담고 있다.
파주시는 이번 조례 제정을 통해 지역 내 전력 자급률을 높이고, 공공부지와 생활시설 등을 활용한 분산형 전력 기반 시설을 단계적으로 확충할 계획이다.
특히 지역에서 생산한 전기를 시민에게 저렴하게 공급하는 '알뜰전기요금제'를 도입해 가정의 전기요금 부담을 완화하고 시민이 체감할 수 있는 생활형 전력복지를 실현한다는 방침이다.
시는 향후 기본에너지 공급을 위한 시범 아파트 단지를 모집해 분산에너지특화지역 지정을 추진하고, 시민·전문가·공공기관이 참여하는 협의체를 구성해 분산에너지 정책을 공동으로 실행할 계획이다.
이를 통해 지역 안에서 생산된 전기가 지역 안에서 소비되는 '수도권형 지산지소 도시' 모델을 완성하고, 향후 지역별 전기요금 차등제 도입에 대비한 전기요금 안정화 기반도 선제적으로 마련할 예정이다.
김경일 파주시장은 "이번 조례는 지방정부가 시민의 전력 복지를 책임지는 새로운 출발점"이라며 "모든 시민이 전기 요금 걱정 없이 생활할 수 있도록 기본에너지 보장과 알뜰전기요금제 추진을 속도감 있게 진행하겠다"고 말했다.
이어 "파주가 주도하는 분산에너지 체계는 수도권형 전력 안정의 대표 모델이 될 것"이라며 "지역이 스스로 에너지를 생산하고 관리하는 시대를 열어 국가 전력정책의 새로운 이정표를 제시하겠다"고 덧붙였다.
한편, 파주시는 지난해 알이백(RE100)지원팀을 신설하고 문산정수장, 자전거도로, 주차장 등 공공부지를 활용해 기업에 재생에너지를 직접 공급하는 '공공 재생에너지 직접전력구매계약(PPA)' 사업을 추진해왔다.
이번 조례 제정을 통해 파주시는 RE100에서 분산에너지로 이어지는 '에너지 혁신도시'의 기반을 확고히 다지고 있다.
